That is a tension issue. We all crochet with a different tension. You can try a smaller hook but it will be hard to tell ahead of time if that will make it the right size or too small.

We are working in continuous rounds. There shouldn't be a line that runs through the piece because we are not joining the rows.

I purchased a frame and glue the piece to the frame backing. Sizing is important but if it is too small, you can stretch it. If it is too big, then you will want to glue it really well and then trim the edges. (Yes we are cutting stitches so it won't be removable).

If bottle is smaller toward top and not using a strap how do you make it tighter

How about this. If we make it smaller then you won't be able to fit the bottle into the holder but here is an idea. When it starts to get smaller, stop working in joined rounds. That way you can create a crochet chain and weave that in and out of the top row and pull it like a draw string to make the top gather and be smaller. You can then tie a cute bow to hold it in place.
