I know this yarn is 100% cotton and I’ve used it for placemats.

Yes it can. I just find that cotton yarn clings to water, which makes it great for drying things but also makes it take longer to dry out itself.

Yes it would work as an afghan. You just want to make the starting chain as long as you need to make it the length of the afghan. There is no special stitch count. Any number of chains will work.
