So in this case, this is would be 'gear' that a player may have had. So... Luke. Remember the little interlude episode in season 2... You have seen this silver armor. Grasp Heart is a relatively strong spell. Ains has identified that what he is fighting might not be a person, but a suit of armor that is ontrolled by remote. So a reminder - Remember the earlier interaction... Albedo wasn't 'subservient' to Ains. So Ains is most likely Pandora's actor. Also, in the first season, Ains commented that Dragons were considered 'really strong' in Ygdrassil. And now, you will see the truth about the Ains who fought. Well, no - He believes that Ains is NOT the player, but Albedo. But at the same time, the Dragon Lord said he couldn't just beat 'Ains' without some effort. So the LEVEL difference between the Dragon Lord may be off in comparison to Ains.

Leave it to an idiot like Luke to complete overlook or not register in his tiny ass brain the fact that Tsa (the Dragon Lord) was considering killing Azuth (the pilot of the red mech suit) in order to replace him with someone more powerful and more obedient than him to wear the mech suit. Also, having 2 degrees mean jackshit in knowing if someone is stupid or not, as well as if they're competent or mediocre. You only need money, time, and to accomplish certain requirements and bam, you have a degree, it's that easy. I've worked with colleagues, subordinates, and new hires that had 2 or more degrees and all of them were dumb as fuck and frustrating to work with, more than half of whom eventually got fired.

I believe what he meant by resurrection there is Azuth, the red drop guy with the armour. He meant that killing him once wouldn't be enough so he had to think up of a way where he could kill him indefinitely.

Pandora’s Actor would’ve won that fight even in his Ainz form pretty easily, if his goal was to, well, WIN and not GATHER INTEL. So yes, Riku (Platinum Dragon Lord’s remotely controlled armor) is not that strong. But his true body is troublesome. Not for Ainz tho. Definitely not for Ainz…
Btw when "Ainz" said that Tsa is about level 90 he meant the armour. Tsa the platinum dragon lord is level 96 I think... could also be 94 but I think he is lvl 96
His level is never stated but he's confident in victory even if Ainz was as strong as Shalltear
