C-RAM is a missile based solution using RTX's RIM-116 Rolling Airframe Missile, hence the name C-RAM. What you're witnessing there is the CWIS or Close In Weapon System, utilising the same radar and control system but using the M61 20mm Vulcan canon, firing ~4000 rounds a minute. Hence the sound and the gun fire. So... NOT C-RAM. CWIS.
