Yes, this is the Whelen that did Alternate Alert, and Wail that Mitchel Tsokatos recorded on June 5th, 2013. Unfortunately it doesn't do that signal anymore since the Polygon System Upgrade on August 31st 2018 as Signal Policies were changed.
Monthly Test of the Jefferson County System in the State of Alabama. At 10AM.
Jefferson County Test's their sirens on the First Wednesday of the Month at 10AM.

That was this Siren yes back when Birmingham used both Alert, and Attack Signals for testing. However, that signal needs to come back for many reasons.
The wind down at 1:12 is very echoey
