Yup I'm pretty sure that's the purpose. It re-pressurizes the bottle so that the CO2 can't get out as easily.

The pump thing for the fizzy water is used for keeping the bubbles in the drink like if you were to put it in the fridge. It just creates a tightness in the bottle so the drink doesn’t go flat if that makes any sense.

that soda stopper looked great! so when you buy soda in a bottle for me it loses its fizz in about 3-4 days. My guess is that your supposed to put it on the bottle pump it till the bottle is hard and then leave it on so that the soda is compressed and doesnt lose its fizz. sounds pretty useful to me.
