My shift key in Windows 11 is not working but only in File Explorer. I tried you solution but it did not work. I would appreciate your help as I have been working on this all day.
In my case i could not type anything while holding down shift. Easy fix was just to open up the onscreen keyboard and try see if it register your shift click. After i did that it just magicaly worked again.

Restart the computer and try Repairing Windows Search cmd then run as admin and execute the following 3 commands one by one- DISM /Online /Cleanup-Image /CheckHealth DISM /Online /Cleanup-Image /ScanHealth DISM /Online /Cleanup-Image /RestoreHealth Restart. Once Done Trying Running System File Checker SFC Scan sfc /scannow Restart. Windows Updates- Install all the latest Updates and then Restart the PC.

run --> regedit --> i8042prt --> Start --> Modify --> Value Data (set to 1) then restart

@@FredyKimale . This key contains information about the PS/2 port driver, which is named i8042prt. The value you need to change is Start, which determines whether the driver is loaded at startup. The default value for Start is 3, which means the driver is disabled. You need to set it to 1, which means the driver is enabled

So without this even if you restart your driver they will be internally disabled
