    The wire section of the cord with the ribbed texture is usually neutral for Alternating Current and negative for Direct Current - LEDs are normally powered with + or Positive to their - or Negative side. Since they work off of DC Voltage you must mark the Positive and Negative wires - if they do not come on just reverse the wires to your supply source.

    I made one,but believe me they fail after a while. These are not completely sealed in salt water.

    Salt water might a little harsher on these lights than a lake. How long did it last before it started to fail? Thanks for adding your comment.

    I gave it to my dad for a Christmas gift. I think he has tried it off the dock once. He did catch a fish but it is hard to say of that was due to the light.
