Under basic conditions, won't the remaining alpha-proton become more acidic due to electron withdrawing effects of the newly added halogen and therefore it will react again with OH- and subsequently add a second halogen?

ethyl alcohol will give same with aldehyde with two carbon. you can see the mechanism for details.
