If you are standing around on private property outside the building and there is no evidence that you either forced your way into the building are trying to force your way into the building... No RAS of burglary. If somebody with authority over that property didn't call the po po to remove you... No trespassing. I love call the mayor. Most burglars stop to do painstaking handiwork before they commence the burglary. So it makes sense.
Perhaps we could add a training session to police academies where we carefully point out that the entire responsibility for an investigation rests with the police officer and that citizens are not required to help. Oh, wait, that's already in their training, these guys just choose to ignore and lie about that.

Tell them they are on private property and need to leave. If you are a contractor doing work on private property, absent the owner onsite, a contractor has the authority to trespass anyone.
That's right - do some investigating cops and find out who owns the building and call him/her themselves. Do some work - that's why we pay you. And, members of the public do not have to prove anything!!! We are innocent until proven guilty. So the cops are not entitled to an id. The cops are not only bullies; they are LAZY.
