This is how I get my dread.
Is the player affected by Dread or only the AI?

The player is not affected by dread. It only influences how likely AI are to take certain actions such as accept blackmail, vassalage or alliances. As the player character you can choose how you want to respond to offers from the AI.

What about the AI that isn't my vassal? Does it affect my independent neighbor, his willingness to declare war, accept peace, marriage proposal, etc.?

Yes, your character isn't directly affected, but everyone else in your court and other rulers will be affected by an AI's Dread. So while your character's decisions won't be influenced, Dread affecting all the other AI characters will definitely have some impact on your game (ex. it will be very hard to have rulers join a faction against an AI liege with high Dread).
