Where does EU money come from? (And where does it go?)

The way the EU gets its money from the Member States is not the most straightforward, so we'll give you a quick outline in this video.We'll also briefly discuss the expenditure of the EU, but won't go into detail about how exactly it is spent, that is a subject for another video.

    Ciceroni, can you make a video about European elections in 2019? People have absolutely no idea how voting works in the EU. I would suggest you to cover areas of European parties and groups, their relationship to national parties, Lead Candidate/Spitzenkandidat process including the ongoing dispute between Parliament and European Council on this process. And perhaps some basic CV of candidates as soon as primaries end.

    People complain that the EU is too bureaucratic and inefficient, and yet they wish for it to be more democratic and for each EU citizen to have a say in European legislation, which would only make it infinitely slower. Although the argument that the EU is undemocratic is slightly dubious (given representative democracy in institutions), it seems to me people just like to complain.

    There are many out there who fear there is not much in the way of democracy (aka Democritus) in the world today. Never has been and probably never will be. If you want to know who rules one, ascertain who one is not allowed to criticise. If you want to know who one is not allowed to criticise, check out the plight of Assange.

    Not that it matters now but purely from a tactical point of view, David Cameron should have enlisted the support of the European Union during that referendum campaign. This is a highly detailed institution and the people driving the remain campaign simply weren't equipped to deliver this message.

    Surprisingly, this is already less complicated than the alternative ;) The EU is unbelievably complicated at times but this is still easier than it would be without common legislation. Imagine the complication in 27 countries, each with their own standards, rules and legislation and all of them trying to get the best deal for themselves. And they all make deals only with one other country at a time. So when France and Italy finalise a deal, Germany (and every other country) needs to revise its deal with both to see if it still works out best for them and then possibly renegotiate, which in turn makes every other country reconsider. Imagine the amount of people needed to manage that ever changing playing field. And the cost of maintaining that bureaucracy for each country.

    I voted to stay in the "common market" in 1975. I was conned (Edward Heath admitted he lied to the British public several years later). The EU Commission is just a modern version of the old USSR polit bureau (as Gorbachev pointed out at an event in Paris several years ago). The polit bureau creates the laws, the MEPs merely rubber stamp them with no ability to alter these laws in any meaningful way. Guy verhofstadt compared the EU 7 year economic plan with the soviet union 5 year economic plan. What a giveaway! Altiero Spinelli's (1907-1986) name is above the main entrance to the EU. Spinelli was an Italian communist who set out a manifesto which is being followed by the EU. Comedian Alexi Sayle has in his autobiography (and used it in an interview by remote camera) that his parents (both communists) attended meetings where it was discussed how and when they (communists) would take over the world.I though it was just a comedic tale but he was trying to warn us (obvious now). The European elections are just an illusion of democracy. The whole reason for the EU is to replace Europeans with a low IQ, mixed race. Any financial arguments are just a smokescreen as suggested by Jean Monnet, co-founder of the EEC who died in 1978. That is the plan. Look it up! The Barcelona Decalaration 1995 (relates to importing muslims), the Marrakesh Declaration 2018 (relates to importing sub saharan Africans) and the UN migration Pact 2018 all facilitate the replacement of Europeans as stated in Practical Idealism. They were trying to do this very gradually but the recent "crisis" has illuminated their plan. (This "migrant crisis" itself was orchestrated by the UN in 2000, so not really a "crisis".) Richard von Coudenhove-Kalergi wrote "Practical Idealism" in 1923. The EU is based on this book. He designed the flag and suggested Beethoven's Ode to Joy as it's anthem. Those of us who have woken up should have JSBach's "sleepers awake" from Cantata No.40 perhaps. In December 2018, junker admitted coudenhove-kalergi's influence in the creation of the EU (maybe he thought if the cat's out of the bag, why deny it?). For decades Europeans were told to reduce family size to save the planet (the guardian was still printing this in 2017!). Africa's population is exploding (seems africans were not told to save the planet!). Junker and his puppy,macron, are going to import 200 million Africans in the next 20 years becuase of falling birthrate. Why not just encourage Europeans to have more babies....or doesn't that fit the coudenhove-kalergi plan? We're told that automation will replace employment in many sectors (Apple have recently opened a store without staff). What will all these africans do all day?

    Mind me if I argue on your point, EU is not only that: I am an Italian student who will soon move to Denmark as a EU citizen I benefit of not paying anything for University and I get financially supported by the government to sustain myself in an economical matter, and I got helped even bureaucratically when it comes to papers and such. Other than that, this applies not only to me, but for all the students from all EU countries, and here too we do sustain even British citizens when they come in Italy to study. I am not saying this randomically, this is just an example of a flawed EU, who needs to be fixed in many things, has achieved lots of successes and there won't be any sort of "ethnical" replacement by subsaharian people as still their population in EU doesn't even reach the 4% of total EU population, and even your belevoled UK has way more minorities like Indians than substantially count more than refugees. Not only that, the immigration crisis has been slowed and is now getting to a halt, but still needs to be tackled more when it comes to sending the unwelcomed immigrants back, but it needs time: after all Rome wasn't built in one day. (200 million Africans is also such a fake bullshit, like you're thinking that Marcon will get 1/5 of the whole African population and send it to Europe, like mate, use real data) Also as a plus the European market is instituted using the capitalistic mindset of the free trade, yet I haven't seen any labeled production imposed by the EU government so as someone who has studied the actual USSR political-economical structure, it is not correct at all. You can't literally just pretend that EU is "communist" because one entrance is called "Spinelli" since that guy, even if he was a communist partisan in WW2, thought side by side with you Britons and Americans and believed in the achievement of an United free European Union. Damn you euroskeptics need to learn a thing or two about economy and real history, scrapping all the propaganda away, and just focusing on real objectives facts and data.

I'm interested in hearing if any of your thoughts have changed as a result of more recent political and economic changes within Italy and Europe as a whole? You were right about the UK parliament fighting to support the pro EU position and it was actually something that angered and upset me at the time. Not because it was pro EU but because it was anti British. It represented a put-down of the people who had decided in a referendum to tell parliament to leave the EU. It represented the beginning of the end of British democracy in my mind. Now I see more people in the EU talking about being shackled to the Euro and the EU and with the recent EU budget battles by the state's leaders plus the Covid 19 package, is there anything at all that you would consider is an indication that the EU isn't the organisation you believed in 10 months ago?

    Officially the German Chancellor has 1 vote like everyone else. But realistically her vote holds more sway in the European Council and Council of the EU than those of smaller countries. Simply due to how diplomacy and bilateral relationships work. So while each country has only one vote, the larger and richer countries do have a stronger position in certain negotiations. On the other hand, in case of the most important decisions all Member States must agree. So even Malta could veto a decision against the will of Germany and all the other countries. Does this answer your question? or do you have a more specific question?

    Thank you for this video. It was really educational. 🙂 However the discounts and rebate some countries get doesn't seem that fair. 🤔 Why only those specific countries and that the others has to pick up the bill.

    The problem with fair is that not everyone agrees on what is fair. The governments that got those rebates argued that it would be unfair without them. The good news is that the Commission proposed to get rid of all rebates during the new financial period. So let’s wait and see if the national governments agree to that:) As to the reason why some countries got a rebate: negotiations. Each Member State tries to get the best possible deal, or in other words pay as little as possible while getting as much as possible. The countries that managed to get the rebates played their cards right (or had the better cards to begin with).

I think richer countries should help poorer ones because it's right and because if poor countries become richer it will counteract social dumping and economic migration within EU, so every european country will benefit.

    The UK pays about £11bn more into the EU than it gets back. His assertion that the other EU States contribute cash to the UK is absurd. Especially since most of them are net beneficiaries and the UK is, after Germany, the second highest net contributer.

    The UK is the second largest contributor if looking at the operating budget but it doesn’t take into account the size of the economy and population. Comparing 60 million UK citizens’ contribution to that of 500.000 Luxemburgers is not really accurate. At least, no matter how much Luxemburgers would pay, they would always pay less as a group than Brits.     The money comes from the tax payer and is spent very often very ineffectively with a long history of corruption at all levels within the spending process. That all we really need to know.

    According to us, some democratic deficits indeed exist in the EU, but so it does in many national governments. For example, how democratic do you feel the House of Lords is? Or the first past the post system in electing members of the House of Commons?

    @@Ciceroni1 The house of Lords is pretty irrelevant, it doesn't really have any power it is a checks and balance with no power to instigate legislation a little like the house of MEP's in the EU. First past the post system is by no means perfect however it does ensure legislation for real change can occur. Proportional representation can work but all so often it leads to deadlock hence the EU love it. The EU doesn't provide alternatives to the voter it purports to serve. It ignores democratic votes and overturns decisions made by the people, it is antidemocratic.

    ​@@icarus877 But do you think a body of unelected nobles should be doing "checks and balances" on an democratically elected body? Sounds rather undemocratic. And I see many options of electoral systems in and outside the EU that provide alternatives to the first past the post and are no deadlock (I also don't see where you see all the deadlocks happening outside of the UK). I think its a bit extreme to say the EU is antidemocratic. while I think it has its democratic flaws all its major decisions are made by either the democratically elected leaders of the member states and by the directly elected parliament.

    True, that again highlights a complicated part of the EU. Money that is distributed is mostly dealt with on a national level. That means that the Italian national mafia problem, also is visible here. However, the question here is, could you do this differently while still achieving the same goals?

    Rubbish any rebate is not paid for my anyone as only countries that pay into the EU pay anything. So the U k would pay some other countries rebate as part of their net contribution. This is just a smokescreen as it does not happen. No country receives cash as a rebate just they pay less. The only countries that receive cash or the countries with a negative contribution. The money the U.K. and other countries who receive so called rebates are told how to spend the money they don’t send.

    True, but isn't it the same outcome? Whether you are paying money or paying money and getting it back afterwards, you have the money in pocket. So the UK, with its rebate, paid less than it should have according the the agreed rules.

    Ciceroni It was not a rebate the U.K. which was not the largest economy in the EU was set to become its largest single contributor. The EU budget after this should never have been the size it was after the (rebate )happened. Live within your means comes to mind. So the calculation which added this unreal money in should have been amended. This still left the U.K. one of the top 2 or 3 net gifters to the EU.

    @@classicraceruk1337 Well I feel like you are of the opinion the UK paid too much for the UK. Apart from that though, all countries paid contributions based on the same calculation. The UK didn't, they got a rebate on the amount calculated according to the common formula. That being said, discussing who is the largest contributor is a rather difficult discussion, we made a video about it.     Ciceroni All countries pay you need to look at the EU website. I have no time for any formula my tax payments are my concern and where the money is spent. I also see no point in a huge a political machine costing a fortune when an FTA in Europe achieves the same. Just for info laround half the EU countries pay anything into the EU some are paid to be in. So please do not spout calculations to me.

    Your tax payments are indeed your concern. If you look at them you would see that you as a Brit on average work 129 days per year to pay off your national taxes and a whopping 2 days to pay your EU taxes. Not such a fortune after all, is it;)
