1. Create a robodebt algorithm which uses income averaging to identify those suspected "welfare fraud" 2. Do "nothing of substance” when exposed to information which clearly indicates the illegality of income averaging and “fail to act” when presented with opportunities to obtain legal advice 3. Present the policy proposal to cabinet without mentioning the averaging component (and the legal impediments to it) knowing that it was likely to mislead cabinet by those omissions 4. Pay and financially incentivize private debt collectors to recover as much money as they can, as quickly as they can, regardless of the human cost. _____5. End result - people ended up killing themselves (many of them young), the scheme ended up recouping $406.2 million while costing the Commonwealth $971.4 million in implementation and administration. The civil servant described as the “captain" of the department which "established, implemented and maintained" the unlawful program gets a new $900 000 per year job on the AUKUS nuclear submarine project. The Royal Commission into the whole shit show characterizes the fiasco as "reprehensible in view of the power imbalance between the minister and the cohort of people upon whom it would reasonably be expected to have the most impact, many of whom were vulnerable and dependent on the department, and its minister, for their livelihood". It's really not funny....

all things considered... robodebt may have worked, if who ever programmed it didn't forget to carry the one to average income on a fortnightly or even monthly basis instead of yearly... the lack of human oversight was disappointing as well, difficult to receive a message of despair from a computer, or even worse, an actual debt collector, wonder which debt collecting agency got the contract...

I mean, Centrelink WERE already using income averaging and it pretty much DID work, buuuut that's because it wasn't being used as a conclusive test in and of itself (more of an opening 'is there something to see here'-type tool) and it had a high degree of human oversight to prevent wrongful debts being issued to highly vulnerable people...which of course is exactly what happened when ScoMo and Friends decided to ramp it up and remove all the safeguards, so they could boost the numbers and add their fake debts to the Budget bottom line. It wasn't just about inflicting cruelty on the weak and vulnerable, it was first and foremost a dodgy accounting trick to fiddle the books so they could claim they'd gotten a Budget Surplus and sell their Back in Black mugs. The wanton viciousness to the poor was just a bonus, a nice little extra thrill to help them smirk their way to sleep at night.

Overseen by Joe Hockey for good measure. All welfare recipients can pay a 'Unemployment Benefits co-payment' every time they access their Indue No-Cash-for-You card, just the price of a couple of middies.

How to tackle welfare-cheats? Outsource the job to a credit-card company. They lose about 0.1%, which is about a hundredth of what governments manage to lose.
