What’s Gun Control Like in Japan?

Japan is one of the countries with the strictest gun control in the world. The current law, the "Firearms and Swords Control Law," was enacted in 1965 and prohibits the possession of firearms except for the use within authorized duties.
Even if there is a professional purpose, the procedure for owning a gun is very complicated. The owner is required to register the firearm (with the police), store the gun and ammunition in a separate locked compartment, and notify the police of its location. In addition, they must have their firearms inspected every year and take an exam every three years to update their license.
As a result, the percentage of citizens owning firearms is about 0.3%, the lowest in the world. And firearms account for 3.5% of all homicides in Japan, the second lowest in the world. As of 2018, for example, there were only nine firearm deaths in Japan (Japan’s population: 125 million). In the same year, 39,740 people died from gunshot wounds in the United States.
Gun incidents in Japan are mainly cases of use in gang conflicts and modified handguns by some citizens.
That is why Shinzo Abe's assassination by a gunshot shocked Japan. I really hope that such a tragic incident will never happen again.

    @@mobilusinmobili8321 Most gun owners are over the age of 60, and rural. The Japanese government is trying to get more younger people interested, in order to also help deal with the surging boar population in Japan. Hunters die off, and young people aren't picking up the slack.🤷😓

    Largely the same restrictions in the UK. Only Northern Ireland has weaker restrictions and Scotland allows more guns and you are only allowed them for three reasons. 1. Sporting related and there are restrictions depending upon the sport. 2. Collecting and in this case they are rendered unusable as a weapon. 3. Work, which often falls into one of the first two categories. You are also very limited in the guns you can own. Essentially no handguns but one type, a shotgun with only two cartridges and single shot, bolt action rifles are allowed. Air guns also have a lot of rules surrounding them and are considered a firearm, although depending on power and a few other things are exempt from the firearm and shotgun licences.

    The guy said that criminals aren't allowed to own firearms in Japan... So no Yakuza is ever going to take said exam because: A they aren't allowed, B they're Yakuza... and being identified as a Yakuza means the same thing as death to them and rightly so. So they would never go through legal channels.

    @@changedpace9169 turning commonly used material into firearm is manufacturing. To modify a firearm it have to be firearm before the procedure, and after. Eh. Shotgun to saw-off, semi to auto, pistol to riffle, adding integrated scope etc.

    Actually... That's a narrative that's been forwarded by the gun lobby for years, but is categorically untrue. Gang-related homicides only account for approximately 13% total homicides annually in the US.

    No, pistols are illegal to own in Japan. The Yakuza simply get guns the illegal way. The most recent Yakuza shootings were in 2019 and 2024. The guns they used were outlawed in Japan

    Let’s talk about how that number is still lower than the number of people shot and killed by police alone in the US. Not counting suicides, injuries, accidental injury or death, homicide, or gang violence. Just the police.

    @@daltonparker7792 well yeah I agree, the us is larger in population so higher crime rate But did you know all gun deaths are grouped together in the statistics? All suicides, and self defense shooting are included with homicides and gang violence? Even accidental discharges. Gun or knife doesn’t change the mind of someone wanting to kill, just what tool they use. Fun fact: There’s actually a bunch of mass stabbings in a year than mass shootings. Most countries out lawed guns so all countries added up including usa, there’s statistically more stabbing deaths for civil population in the whole world compared to guns.

    @@Chefdilf 1. No, gun deaths are not grouped together, that shows that you’ve not actually tried to do any research. 2. Larger population does not change statistics since it’s per capita, not case by case, and yet statistically and net wise, the US still has more violent crimes, of all kinds. And 3. No, there are not more stabbings than mass shootings, unless you compare all stabbings from the entire world compared to just the US’s gun crime rates. Also, no such thing as a mass stabbing, since the comparison is 3-7 people getting stabbed in one incident vs 10-60 people getting shot in a single mass shooting. There are ample sources and verified sites for the statistics and numbers you need, don’t spout stuff like this to try to bring everyone down because they don’t agree.

    @@daltonparker7792 in the US alone, all gun deaths are grouped together, this means all suicides are also combined with homicides as far as gun related deaths, and by comparing world statistics, there are more deaths by stabbings than there are shootings in the whole world combined But in America, there are more shootings than stabbings Most countries have guns outlawed And when I’m talking population, I’m speaking of higher density areas will tend to have more crimes than lower density areas For example, New York has more crime than a Town called Comfort, Texas.

    Japanese gun control sounds very similar to Australian gun control, except it adds way more steps. Basically everything before when you say "in addition" is true for owning a gun in Australia, and everything after is not.

    And sure you can bring up mass stabbing incidents in a lot of countries but mass stabbings don't tend to leave the giant body counts that mass shootings do. One incident in 2019 resulted in 19 deaths, a very uncommon occurrence but still well below what we'd call an average mass shooting in America depending on the year. I mean in 2019 there were 434 mass shootings resulting in 517 deaths and 1,643 injuries, for a total of 2,160 victims. Any way you want to look at it that's outlandish, to call Japan's "knife attack" rate high in comparison to the USA's gun attack rate is just being willfully generous towards the USA

    Meanwhile you're twice as likely to get stabbed in Tokyo than you are to get shot in Chicago. Everyone forget about that guy in Japan a few years ago who walked into an elementary school and stabbed like 20-30 kids? JUST because they have less gun related crime, doesn't mean they have less crime. Japanese women being unable to carry anything to effectively defend themselves is also why 75% of Japanese women report being groped on public transportation too. But hey, if gun control works someone should tell that to Shinzo Abe

It's a zombie story set in Japan, and the way it handled Japanese citizen's general "I don't want to get involved" leading to the multiplying outbreak was stark and haunting. The main character actually owns a rifle, and the extensive otaku ramblings of the protagonist on gun safety and gun responsibility were really impressive. I'm not even into zombie apocalypse stuff but I was so enamored and hooked on that one. The atmosphere was suffocatingly real.

    To usually have a firearm in Japan without having a license you would have to build it from scratch. It’s a very risky loophole that you can’t own a gun but buying the parts to build it is another story

    @@skibur848 Even in the USA, where guns outnumber citizens, there is a robust market for unregistered firearms among law abiding citizens. In most of the country this is completely legal. In places where citizens were forced to register all firearms, like New York State, Australia, etc. compliance with registration is estimated to be as low as 3%. So not just a mob thing.

    Because Japan doesn't have a massive gun culture. Gun ownership was a right at the very start of the country, and with not much time passing since, it's guns are still extremely prevalent. People take much pride in their guns, so imagine how bad it would be to take them away. It'd end up worse than prohibition

    and in Japan, it probably has one of the worst effects. ever wondered why sexual assault statistics are so high in Japan? it might have something to do with that fact that a person attempting to force themselves on another is presented with no deterrent, risk, or immediate consequences. you're not going to try to rape someone if you think you might get shot trying. the gun control may not be the root cause of this stuff, but it's absolutely an enabling factor. if the u.s's gun laws were introduced in Japan, I guarantee that rape statistics would plummet

    I just bought a Glock 17 pistol in California recently. The whole process took about 15 days altogether in order to take legal possession of the weapon. I can only imagine that the process in Japan must take 3 times longer to obtain a firearm over there.

    Fun fact, the gun stores know if you pass your background check within the hour. The other days are useless and just give local police time to put a hold on it for some reason or gives you time to "cool off"

    Just like here in malaysia, NOBODY can own a gun without license.. you can get jailed for 7 years and a possible fine up to RM10k wich like 300000 yen

    @@anriug Illinoisans have that. You need a FOID card to purchase or possess a firearm and a myriad of other things, yet Chicago is one the most dangerous places in the US; there are shootings every week.

    And then there is the suicide rate. From NIH dot gov: "What is the suicide rate in Japan compared to the US? Overall, age-adjusted mortality rates from suicide in Japan were almost twice as high for males and almost three times higher for females compared with the United States. The rates for males were about three times higher than females within Japan, and about four times higher within the United States." About 2/3rds of gun deaths in America are typically suicides.

    I am german, and part of the (perhaps even traditional) culture of Sports shooting with Airrifles (and pistols), i am playing a game with a japanese man and asked out of curiosity about airguns (as they are rather simple(er) to get in germany) but even airguns are hard to get in japan.

    Could be cause the US has many forms of police. Metropolitan Police deal with city’s and don’t have enforcement outside of them, that’s the job of the County sheriffs to be law enforcement in county’s which contain multiple city’s or townships (which cants afford a police department or too little people) if a criminal goes into multiple county’s then state troopers will chase them if they go to multiple states then the FBI will come after them

    @@iluvwhtchix gun death statistics are blown very askew by including suicides. Also trend shows that the stricter the gun control, the more firearm homicides in the area, whereas the states with the least amount of gun control have the lowest firearm homocides.

    As you mention that there is a „Firearms and sword control law“, what about the swords? Is there an easy distinction between sharp swords which are made to be weapons and swords which are made for being used in sports etc.? This seems to be difficult to me as I would assume that some swords made for peaceful use may still be dangerous when sharpened, even if these are far away from the quality of a „real“ weapon.

    Iirc, he mentioned that the license has to be constantly updated, and there are rules for ceremonial and sporting swords. If you go out in public, you'd probably stick out like a sore thumb

    What is a real weapon? And what denotes it from another tool being used in a lethal manner? Also is it still a weapon if the user never had the capacity to use it in a harmful way and only ever used it as another tool for a different purpose, without greatly modifying its primary purpose like a knife and cutting.

    @@HorusHerotic in Japan at least there are regulations on what decorational swords can be like, and my state has similar laws that limit their sharpness or require them to created blunt in the first place. If you just want guns as decoration then put up some mock/air soft weapons

    @@Svea_LifeGuards where I’m at 16 is considered just getting started. If you caught Mosinitis as you start collecting (91/30s were $65 each circa 2008) and try to get a few of the various manufacturers/models of Mosin you’re already at several- even if you limited yourself to a 91, 91/30, and t53 that’s 3... Go back to the 1700s with a flintlock or two and a couple percussions and interesting conversions from the 1800s, then some other early breech loading types, a few types of shotguns (double barrel, pump, semi-auto)… it adds up real fast and you’re probably at 15-16 total and barely into the 1900s, much less pistols like S&W revolvers or 1911s. Other than the Mosins, that’s not even scratching the surface of WWI stuff… Mausers, Enfields, Springfields. Add in a couple modern things like ARs and Glocks and a .22 pistol and rifle for teaching/plinking and you’re easily past 20 without trying. Can’t imagine needing to justify to anyone. That said… I’d love to run across an early Husqvarna someday just so I can have a gun from the same company as my mower, chainsaw, and weed-eater. :-)

    @@bluephoenix7565 all I'm saying is that though knife crime is higher there than in most other countries, which I doubt, I'd rather take a knife would over a bullet wound. And if the guy's statement is true, then that means the average criminal would come at you with a knife and not a gun, so your point about criminals having guns is not very substantial. True, there is Yakuza in Japan, but usually unless you somehow find them and get on their bad side, they aren't going to shoot you. In any case, who said guns were the only self defense method? And who said they were the best? Iirc, within a certain range, a gun loses most advantages. In Japan, as the guy said, knife crimes exist, and in a crowded subway, you probably won't notice anything particularly suspicious from a distance. And like the guy said, knife crimes. Gun crimes and robberies, sure, guns would be an effective self defense weapon. Knife crimes? Somewhat plausible but not necessary, so can you clarify your point about "not being able to defend yourself"?

    @@Excepticus I'm saying between a stab wound and a bullet would, a stab wound is marginally better, don't twist the context. Yes, murderers may not attack just once, but that goes for both weapons. In any case, there are murder cases or attempted murder cases where the victim is attacked only once, be it a gunshot or stab.

    @@str2010 Talk to any nurse or physician and they'll tell you a stab would is worse especially if the blade is longer than 3 inches. Gunshots cauterize the wound from being so hot. Hollow points are a different story though.

    Austria has a pretty high percentage of firearms, but doesnt have a crime rate at the same high rate. The Swiss have even more guns and also less crime with them. The reason are registration, inspections and evaluation of the gun owner
