Update: USPS is discontinuing Regional Rate A & B boxes on Jan 23 2023 and eBay, Amazon and Etsy sellers are scrabbling to find replacement shipping option . eBay has already removed the service from the shipping labels page, but has not implemented the Cubic rate Cubic Rate is not new and in fact has been around for years but has ben limited to commercial high volume shippers. There is no word that eBay or Amazon will implement cubic rate any time soon, if ever.
Cubic rate is for small items that are heavy, which means that sometime it will be cheaper and sometimes more expensive. This is similar to what UPS and FedEx has been doing all along, except rates by Cubic and weight and bills for whichever is greater.
Currently you can ship USPS Cubic rate via PirateShip.com or Stamps.com
