If i used a moterbike transmition on this with a 16hp twin cilender how would i get the duel outputs with clutch for the left and right track

When you crimp the ends on the cables, You wound need to solder or braze the crimped ends on also to keep them from slipping. Trust me on that one.

run cables to bars ? why bother with chain .

My idea was to be able to use a larger sprocket in the front and smaller in the rear so i would not have to turn the steering bars so much to disengage the pulleys in the back. It depends on how much pull I need to disengage the back. You may be right and it may not take as much as I think to disengage the back pulleys. I will have to see when I get that part finished. Thanks for the comment
