@@thkhoa8805 i've played every gen from 1-9. Back in gen 1 Mewtwo was insanely op, dark type was pretty much invented to counter the then op psychic type. But Mega Rayquaza was on another level compared to all broken pokemon before or after. First of all he share the highest base stat total of all time at 780 ( tied with Mega Mewtwo ) But unlike all the other broken Mega pokemon, Mega Rayquaza is the only one that can hold an item! It has the absurdly strong ability Delta stream that counters weather and remove all flying type weaknesses. On top of that it has a great movepool. In fact Mega Rayquaza was so broken it was banned from Uber tier. It was on a league on it's own even compared with other broken Mega legendary pokemon, primal groundon & kyogre etc. On the top of my mind the only one that came close to being that dominant in any competitive pokemon since then was Zacian-Crowned. Zacian-C was also banned from ubers. But feel free to tell me a pokemon that is more op that I might have missed or forgot bud.

back when it was introduced, mewtwo was strongest , i highly doubt rayquaza would win against mewtwo, mewtwo has been heavily nerfed in the newer movies to make way for the newer legendries, i personally think mega mewtwo and mega mew would be the strongest after arceus and its trio.

The mega mewtwo in the movie is different from the other mewtwo in the first movie which can be called the strongest pokemon of all. The mewtwo who erased Ash' and others memories was the one in the episode of Pokemon Journeys which is definitely one of the most powerful. He remembered Ash and he also wondered why Ash and pikachu are not under his hypnosis anymore. That mewtwo can easily create house size shadow balls. The mewtwo in the first movie was not mature enough to explore his potential and power but it was able to fight with the OG mew. In pokemon journeys they showed how mewtwo became even more powerful by showing mass teleportation, mega sized shadowballs and mass recovery.

Lugia is my absolute favorite pokemon right behind Mewtwo and Mew!

If we are talking lore Mew is top 5 for free. It's got a playful nature but not only does it have OP psychic abilities on par or greater than Mewtwo, it can become literally any pokemon it wants. It can become a ridiculously powerful legendary, and if it takes any damage simply transform into something capable of recovering from any damage. If we go off facts alone that makes it #1 but lore would never allow that, would be no point in even introducing these 'stronger' pokemon over the years.
