There’s a legal catalytic converter for SULEV Accords in California! Open for an explanation.

California is now allowing aftermarket parts for the Honda Accord with SULEV engines. This video explains the process that’s involved with getting the vehicle labeled so the vehicle can pass an emissions inspection.

    A few months ago, the prices of catalytics doubled. I asked a popular manufacturer why they had 2 part numbers for the same aftermarket Carb Cat. They said the cheaper $500 version is being replaced by the $1300 version. They soon took out the cheaper model from the online catalog.

    Can you point me to the new rules that allow these provisional lists and under what circumstances? Also, do I have to show evidence that I couldn't find the OEM? How much proof do I need to show?

    Thank you very much for the information. My Honda Accord 2004 Converter was stolen so I had one of the ones on the list installed(from Walker) at a Muffler Shop. They gave me information about Ask Refree. I will call Ask Refree on Monday.

    @@thatmobsta if you’re vehicle is an SULEV there won’t be a match for your engine family number. Yes an 82812 is on the provisional list as of now.

    This still works as of March 2023. The ref will check the number on the cat, if it’s on the list they will give you the sticker. Thanks for the helpful video

    Great question. The label allows the vehicle to be smogged with the specific part indefinitely.

    Will a p0420 code come from having a LEV cat on a SULEV accord 2.4. I bought a LEV cat version but came to find i have a p0420 not sure if i should just looking into getting the whole cat or just replace the downstream sensor. I already have a downstream sensor replaced a year ago or so

    Yes. And a new downstream sensor will not fix it. LEV cats don’t have the same conversion rate and the car’s evaluation knows this.

    If it’s an SULEV unfortunately no. It’s has to be OEM.

    One of the problems with using this cat on a SULEV application is there technically never was a warranty to start with. The manufacturers of these parts did not design them to meet the correction value needed for SULEV, the state made the decision to make the parts legal for the provisional period. We informed our customer of this risk.

    Hi there, could you please tell me where I can find documentation/reference for this allowance for the after market cats? I'm trying to put together some info for my local representatives to bring this issue up at the state level to get the same allowance for Priuses as the current wait time is 4-6 months for a new OEM one here in CA. I've searched online and haven't been able to find anything official. Thank you!

    HI Colby, great information , my daughter has the same Accord and the cat was stolen while she was living in Bakersfield back in Sept. The muffler shop she took it to replaced it with a Walker cat, it's on the CARB approved list but downstream O2 sensor keeps showing the CEL for a PO141 . Replaced that O2 sensor with the exact same model of Denso sensor and I am still getting the CEL. Does it take some driving cycles to clear the CEL for this problem? Clearing the CEL by disconnecting the batter or by erasing with the OBII reader doesn't work, the light just comes back.The Smog referee website says that they recommend that you use a OEM sensor with after market cats as aftermarket sensors with aftermarket cats sometimes have this problem, I thought that Denso made the OEM seniors for Honda.

    A PO141 code is specific to the downstream 02 sensor heater circuit. It is unusual for a Denso to be faulty, but possible. One of the things you may want to check is to make sure there is not a short in the wiring anywhere. Also make sure the part number you have is for an SULEV application, they are different. We have had to do a few cars with factory parts but it is very rare.

    @@mufflertech Hi just wanted to give a followup, I took the car to a mechanic and he found that the ECU was not working properly, so he was able to find a used ECU and installed that. Well that cleared the P0141 code but that brought up the P0420 code. I added some cat cleaner to the gas, drove around 10-20 miles and the CEL for 420 code finally went off. Next strep is to visit the Smog Referee. Thanks for the video about the smog referee too.

    @@mufflertech hello I have some important information regarding the smog referee: do not paint your cat yellow orange or whatever until after the referee approves it. They need to see that it’s new, I m sitting here at the referee’s garage amd theyre telling me that it is a problem. I m hoping I don’t get screwed over, I already had to replace the ecu , it’s taken weeks for the ecu to acclimate to the car and now because I wanted to prevent futher theft the referee may not approve this legal cat, what a bureaucratic nightmare , all of sudden now they want to stop theft by making sure mine is new, I have a receipt

    @@MarkShimokochi glad you shared this. We don’t recommend painting the cat. It doesn’t matter to the thieves that it’s painted and to your point it could matter to a smog tech.

    hello, thank you for your videos. I got catalytic converters stolen from both my honda accord 2006 and 2007 last night. Went to a shop to get aftermarket converters installed with new O2 sensers. But engine lights of both cars went on right after the replacement. The error code is P1157, the shop recommends to have air/fuel ratio sensors replaced as well..Do you have any insight here? Thank you.

    I appreciate the informative work and support you are providing to the public and to those of us who have had their catalytic converter stolen. I am working with my local Honda Dealership and was quoted a price of $4,200+ for the cat converter for my Honda Accord 2007. My Accord is in good condition with 205k miles. My total will come to $4,800+ Does this sound right? Your input is greatly appreciated. It has been a nightmare having to wait for the parts to come in.

    That’s a fair amount higher then we do it for, we do use an aftermarket A pipe and sensors however. A Honda store is likely using all factory parts and will charge more. If you’re insured the real pain is the time to get the parts.

    Muffler tech use to be the shit back in the days. Imports and hotrods constantly there for upgrade. They were a well known performance shop. Nowadays they're just a repair shop. Smh. Hella weak.

    I appreciate your enthusiasm. I opened Muffler Tech in 1997 and have always been passionate about performance mods on vehicles. I assure you we are still doing lots of performance exhaust. We are also (and always have been) doing lots of repair and replacement. The stuff that gains attention on YT are products and services that apply to critical mass.     That is correct, the EFN will never match, that is why a visit to the referee is needed.

Unfortunately I didn’t know about all these information and I order a catalytic converter which is carb compliant and fits my car the thing I didn’t realized is that it has a different EFN the only place that sells my EFN cat is Honda and literally there sell it for double the price of what I got. Do you think it’s possible for the referee to certify what I have ?

    If you used a Densò or an OEM make sure the plug is all the way clicked in. Sometimes the connection can be loose. If it’s a different aftermarket then go to OEM or Densò. It’s possible that the vehicle’s ECU was damaged from shorting the wires when it was cut during the theft.

    I still own the car. No check engine light and no issues. It is important to make sure the shop that installs it verifies there’s no exhaust leaks especially between the cat and the engine.

    Just had my '03 Accord CAT stolen ... Rock solid car. Using an aftermarket CAT is the only financially feasible option for me. Should I buy a CAT online, and have someone install it for me? I was quoted $2k to have an aftermarket installed, and another $450 for protect cage, which seems high. I saw some of these CATS online for under $600. Is there a lot of labor involved to weld?

    Just got my 04 accord cat fixed I paid $1050 for cat plus 2 Sensors and labour. I already had the flex / A pipe which is around $100-$150 so call around other shops $2000 is way too much for after market cay

    If you plan on doing it yourself than make sure get oem oxygen sensors I hear after market always have issues

    They are likely upselling you the cat as well..... The install labor is pretty cheap and doesn't take them that long probably like 200$...

    @@djaqib Which city is this and which CAT part# did you install? Did you buy your own part first? In SF bay area, the least expensive quote is still $1450 range for any after market cat. Is your car still running fine without any engine light issues coming up with the after market equip?

    Hi Colby! THANK you for this (and your other videos) on 2005 Accord 2.4 SULEV after market Cat. replacement! My son is going to UC Davis and his Cat. was stolen from his 2005 Accord 2.4L SULEV last week! Our insurance asked us where we want to have it repaired and we chose AAA Davis Auto Repair Center (Hoffmann Automotive) in Davis as it has great reviews, AAA recommended and 1 mile from his apartment. Our insurance sent out an appraiser to view his Accord and our insurance is sending us a check for his estimate (a little over $3K). Hoffmann Automotive told us we need to have the car towed to their location so they can determine what needs to be done and give an accurate estimate and he mentioned possible After Market Cat but that it would need to be certified by a State Referee. I wish I had found your videos earlier as I would have chosen to have his Accord towed from Davis to your Muffler Tech to be repaired just to thank you for all your videos! I suppose that is still an option but Hoffmann Automotive is expecting us to have his Accord towed to them this week.

    We’ve heard good things about Hoffman Automotive. I would however consider that they are not a muffler shop and are likely subletting the work elsewhere if you go with the aftermarket option. All the work we do at our shop is in house on catalytic converter replacement and we stock all the parts for same day service. Obviously we’d love to help if you would like us to do it.

    @@mikekimura2532 you don’t need your insurance companies permission. You just tell them what you’re doing. It’s your legal right to have your vehicle repaired at the facility of your choice.

Mostly concerned about towing Davis to Sacramento as we only have basic AAA so that only covers 7 miles but you said insurance should cover towing to repair facility and I want to see if they will cover that. Also strange that they sent me a check before I even got an estimate from a repair shop.

    @@mikekimura2532 that’s correct. They did that to close the claim. Most people don’t know that once you have a check you can reopen the claim for discrepancies. Your tow cost would justify this. You can have it towed by any company and have them send you a supplement check for the amount. We can help with this if you call the shop 916-421-0399

    @@mufflertech fair however I installed an oem cat in my case but am seeing these codes after doing the repairs. I was wondering if from the accords that have come along your shop that something more serious was damaged as a result from cat thefts for example an ecu issue from the cut o2 sensor

    @@omargerdbro gotcha. Yes we do see ECU faults periodically from the wires being cut at the air fuel ratio and 02 sensors. If insurance covered your repair on the cat theft you can reopen the claim for the ECU without another deductible payment. We manage this for our customers when it comes up.

    A PO141 is an 02 sensor heater circuit malfunction, a PO137 is the same sensor with a voltage issue. What sensor did you use? A lot of overseas made parts do not operate properly. Although very rare, we have also seen the vehicle’s ECU fail if the wires were short circuited when they were cut.

    Hey Colby I know this video is old but will you please explain to me how we sulev owners know for sure what aftermarket cats are being allowed for our cars at this moment? we dont wanna buy something that we cant use and it seems none of the provisional cats are compliant with sulev? ive scoured the carb web site cal carbs etc nothing mentions sulev or my efn. i have an 04 accord ex sulev. My label says my car conforms to "tier 2 bin 5 and cfv lev, lev sulev, and certified as pzev" efn is 4hnxv02.4kcv please advise what i can use thanks man

    None of the cats are on the CARB list, that’s why they’re provisional. I would strongly advise that you have us or a qualified shop do your replacement. This way you’re covered by a professional establishment to back up what’s current. We most often use the Walker 82812. The 82901 is also okay along with the 770134 that’s in this video.

    @@mufflertech well I am a bmw mechanic and I know how to weld quite well so Im certain I can handle the install and the theft prevention install. what i am trying to find out is how does one come to the conclusion that the walker 82812 0r 82901 is being accepted at present? there has to be something published somewhere that tells the public which are acceptable for sulev. there is a list on the california air resource board website. theres an aftermarket catalytic converter database which your 770134 is the first cat listed. but please say how you came to discover that its accepted for sulev right now cuz the executive order doesn't mention sulev? it must mention something else that indicates its acceptable for sulev? all the other efn"s are listed but not the sulev efn? please help this is the question i am asking thank you very much for your time ive literally been searching for days trying to find this out. ive sent emails to carb's helpline even with no reply

    @@rickybobby9143 it’s not just about the install, it’s the insurance that the cat you have will work. Also I know many extremely talented mechanics and welder’s that have a hard time welding round pipe on a car.     Make sure there are no exhaust leaks. Especially under a load. Even the smallest leak between the cat and exhaust manifold can throw off the conversion process. A good way to get a cat through readiness is to get on the freeway and drive 58-62 mph for at least 15 miles without changing from that speed. Ideally with some climbs, mild hills. The cat needs consistent heat to light off.

    I don't get it. I installed a Calcat and i didn't even mention anything to a ref, I didn't mention anything to the smog guy, I never said anything about the cat that someone stole from my car, I just took it for smog, technician just scanned for codes, checked the monitors, and $65 and I was gone.

    Thank you for uploading this video! In terms of the choice of getting the provisional aftermarket one vs OEM, I think it depends on your situation, as mentioned in the video. From part longevity perspective (i.e. a mechanical one), definitely the OEM part would be the choice because it will last longer and is actually made for Honda SULEVs (original catalytic converter, mine lasted about 15/16 years, over 150k miles). Aftermarket ones typically are covered by the manufacturer warranty for 5 years or 50k miles. The provisional aftermarket ones currently allowed for SULEVs don't even have this warranty covered for the test groups, so it's not *guaranteed* that the part will function for SULEVs for 5 years or 50k miles. However, given the other factors that you have to consider during this crazy period of high frequency of theft, you might not even get the full use of your new replacement OEM catalytic converter if it happens to get stolen *again*, especially if there aren't any theft deterrents installed during the replacement process or the deterrents are ineffective. It might be that the OEM part is so expensive or simply unavailable, or even that the risk of it getting stolen again might make it not as viable as it would be in a normal decision to replace a catalytic converter. For example, in my case during August 2021, I only have two options: OEM or provisional aftermarket. I don't want to risk my catalytic converter getting stolen again (or at least minimize it as much as possible), and I would like my car back on the road ASAP. Getting the aftermarket one fits my situation well, even though I take the risk of the part failing at some point and needing to replace it again. My hope is at that point the OEM returns to it's higher availability and lower price point, the thefts die down, or I might get lucky and the part was good for that 5 years or 50k miles after all. I think it really depends on your situation, so it's best to weigh the pro and cons of each option and decide for yourself what is best for you.

    Are these as reliable as the factory parts? I called your shop and a technician told me they’re seeing return rate of 60 to 70 percent within a year due to check engine lights coming on.

    @@mufflertech Good to know. Your video lists 3 part numbers allowable for Accord 03-07 SULEV, but asktheref web lists 9 total for Accord 00-07 SULEV. For Accord 04 SULEV, with 4HNXV02.4KCV, is the Walker 82895 a good option? The approved aftermarket converters prices vary a lot, so I'm wondering which ones are the least problematic for SULEV. Your videos are super helpful, so thanks.

    @@norbertovargas1931 California legislator says that a private party sale in California requires the seller to make the vehicle legal for smog. I’d contact the seller and negotiate the repair.

    my catalytic converter got stolen 8 months ago, and it was a pain getting it repaired, but soon after the check engine light came on and indicates something is wrong with the new catalytic converter. has anyone else has this problem or knows why my light may be turning on? the light came on so soon after i can’t get a smog check without failing and i really need the car to get going so i can get tags.

    Where did you have it repaired? If it was a licensed shop they should be fixing it for you at no charge assuming it’s the fault of the part they sold you.

    @@mjl6425 the availability of the parts have nothing to do with the thefts, it’s the other way around. The thefts are because of the higher prices of the rhodium inside the part and the parts aren’t available because of the high frequency of theft. Once a car is labeled by the BAR 5that is the part it will always be legal with.

    This is the “A-pipe”. If you’re going to do no cat you won’t need the downstream sensor but you will need the upper as it is the air fuel ratio sensor.

    i just purchase a walker 82895 for my 2006 honda accord ex. it is on the list of the dmx referee as acceptable. it cost $383 on ebay. the rest of the parts i have ordered and cost less than $200

    Possibly. It depends on why you need one, which engine you have, and finally what the specific engine group number your car has. If it was stolen you most likely need the underbody cat. If it’s bad (check engine light) you’ll need the front manifold cat. If you can bring it to us for a free estimate.

    Hot off the press. I just called the CARB ref and the process is much easier then before. You call once and give the part number, license plate and phone number and email. Then they give you an appointment with the ref right away which is just a week out. The wait time was only 5 min on hold to reach them on this single call. (The call back process has been removed) So far a pretty good experience that they have streamlined from your video. I had my cat replaced at your place last week and great service from your gang. Great videos that walked me thru the process. I also took your advice and put Comp insurance back on my old beast in case they steal my Cat again.... I hope I don't have to visit you guys again !!!!!

    I had no idea this process was even required. Was this Accord considered salvaged when you bought it or is this process required for any aftermarket cat? Our 2004 Honda Accord's cat and all of those surrounding parts were stolen and/or damaged. Our mechanic said he can get a California-legal aftermarket cat in stock, but didn't mention anything about it needing to get inspected and re-smogged. I was only aware that a salvaged vehicle would need some sort of inspection if the insurance decides to total the car. Thank you!

    This is required if you install one of the 3 approved parts on an SULEV car. The salvage process is different as it is specifically a brake and lamp inspection.

    We strongly advise that you buy the cat from your installer. This way you know the part is correct for the Referee process and you have a warranty if it is not. If you buy the part first and it is not correct you may have trouble returning it especially if it has been installed already.

    So i purchased the walker 82895 and went to my local muffler shop... they were about to install it when the owner comes out yelling to take my car off the rack. This idiot called the honda dealer in our town and he said they had an oem cat in stock so he cant install my aftermarket cat because its illegal since its not on backorder if one is in stock. I tried to explain that its a nationwide backorder and if its on the list its being allowed but he wouldn't listen. I then went to a bunch of other muffler shops and they were all afraid of the B.A.R. and said they won't do it. So now I need to install it and get to the ref before my cat ends up off the list but I had a couple questions. 1. my aftermarket cat is direct fit so do I need to install the heat shield on the bottom on the cat? the one between the cat and the underbody is there but they took the bottom half. and 2. Can I weld the the rear end of the cat directly to the pipe leading to the muffler or do I have to use a flange there. Wish I was closer I would have come there to your shop but its really far. Thanks for your help

    I’m sorry you’re running into this. There’s unfortunately a lot of shops that are uneducated on this subject. I would advise for you and anyone else in this position to purchase the parts from the shop instead of buying the part up front. This takes care of two things, firstly the shop has the opportunity to make money on the part and the labor, and secondly they know what they’re selling and understand the allowances. Yes this may cost you a little bit more but you won’t run into this sort of resistance and the shop should cover you in any instances that the part doesn’t work in a compliance situation. You may need to do some research and traveling to find a competent shop. To answer your question’s you will not need an additional heat shield as the replacement has its own already on the part and yes you can weld the cat on one or both sides to the pipe.

There are plenty of shops here willing to install parts that you bring yourself just not for 2003-2007 sulev accords apparently, nut i certainly hear what you are saying and at this point would advise the same thing to people in this mess and that is purchase your parts from reputable shop and save yourselves the headache that im dealing with !!!

    I'm in Arizona. Mine was stolen off a non SULEV 2.4 05 car. I don't care to spend money on a cash car because some piece of shit wants easy money. Will a muffler shop weld in pipe for me? Car is registered and insured in Florida with no emissions requirements. Ill be here in arizona maybe 7-8 months more max. And if they are willing to, what's a reasonable price. Its cut in front of the flex pipe where it comes down past the up stream 02 and unbolted from the back side.

    Possibly. Regardless of the laws in the state in which the car resides federal law prohibits the removal of any emissions equipment that came on the vehicle. It will just depend on the region you’re in and how flexible the shops are. If we were to weld a pipe in (we cannot and will not do it as it’s illegal) we would charge $130.

    @@mufflertech so I had a universal cat welded on today. It’s got a good seal with the weld etc etc. Now they also cut the wires for the 02 sensor. I have a 4 wire for my accord. I found a denso unit with what seems to be a 4 wire sensor on Amazon for $100 less than autozone wanted. I’ve ordered it. My question is do these denso factory units fit the universal cats? It was a 2.0” racing industries cat.

I bought this car for the sole purpose of going through this process and making this video so people can see what is involved using the cheaper non compliant part. I said in the end if you’re coming out of pocket and you’re okay with the time commitment and possible lack of warranty this is a viable option.
