Pretty sure the only civilians they allow is like family of the crew, is a bit strange tho

Because their main goal is to explore. In star trek for exaple, when the Defiant was introduced they pointed out "This ship doesn't have families, no science labs, no luxury of any kind. It was built for one purpose only, to fight and defeat the borg." Most orville and star trek ships are built to explore and seek life.
