The Norco Shootout, 40 Years Later

The Norco shootout was an armed confrontation between five heavily armed bank robbers and deputies of the Riverside County and San Bernardino County sheriffs' departments in Norco, California, on May 9, 1980. Two of the five perpetrators and one sheriff's deputy were killed, at least ten other law enforcement officers, one citizen and three other perpetrators were wounded, and massive amounts of gunfire damaged at least 33 police cars, a police helicopter, and numerous nearby homes and businesses. The Norco Shootout remains the most violent bank robbery in American history to this day.

The problem is police are so stigmatized today there in a damned if you do damn if you don't situation on a daily basis now and it has paralyzed our police forces to do there job. If they had gone in there right away (Uvalde) I bet the media would have spun it as "Reckless Police Endanger Children" or oh "why didn't they wait for the hostage negotiator."
During high school, a teacher and retired cop, told us this story. She had us riveted to our desks as we heard her go into detail. Best high school lesson ever.

I would love to meet your teacher and hear her story of what went down that day. This story is the craziest 211 I've ever heard about. And I'm just learning about it which sucks because alot of snowflakes like to throw misinformation about why our police is militarized, yet they refuse to acknowledge events like this that play a major role and have influenced the tactics and methods that our law enforcement use today. Instead they go off and virtue signal about POliCe BrUtALity and racism where there clearly isn't any. Events like this gave U.S. law enforcement agencies no choice but to adapt military tactics in order to counter heavily armed suspects in high risk events like this.

Interesting. I was a cop in Canada and we not only heard of this, we actually studied it in the academy. It was soon after that we got vests and shotguns in every patrol car. Each supervisor car had a signal booster and radio comms with all emergency services in the area and a tactical channel for anyone involved in a major incident to monitor.

When I went through the academy, I fell in love with the Remington 870 pump and OO buck. (By the end of the academy, my nickname was Mr Shotgun) Too bad the first officer was taken out of the fight early. Once an informant called and said guys (really a bank robbery team) with vests and AKs were going to rob a back down the street in 5 minutes. I rolled with the bank robbery squad and they offered me my choice of an MP-5 or the Remington. Of course I chose the Remington and loaded OO. My plan was to shoot for the legs. Anyway, a supervisor spooked the bad guys and they didn’t rob the back. Lots of pucker factor though. On a side note, the guy who I jumped in with wanted me to lock the car when we exited as it was a bad neighborhood and he didn’t want the UC vehicle stolen. My response, “This vehicle may be our only cover and means of egress and I wouldn’t be locking the door.” Anyway, over the years I got to work/train with a few RCMP officers and I held you guys in the highest esteem.

They used it for training in the Sheriff's Department and others for decades. I don't think any other states but California did though.
I was a dispatcher/supervisor for more than 26 years .. attended numerous training courses thru APCO and others and I"d never heard of this until today. I have listened to that recording of the North Hollywood shoot out numerous times -- can't believe this event was never highlighted in our classes.

Our Sheriffs Office carried Tommy Guns and 1911s way back in the 1960s. Everybody just kept a can of 45 ACP HPs and they loved it. The Dog Warden used a scoped 30-30 and even he got called out on manhunts. People used to laugh at him but he was a Vietnam Speacial Forces Veteran. I had total respect for the man. He would always come running on a hot call.

Evans should have waited for the backup he knew they had long guns and he was outgunned considerably
One lesson (amongst many) learned (according to the book "Norco 80") from this incident was the need for Post Incident mental health counseling for law enforcement and first responders. It's still pretty lacking even today. If you read the book Norco 80, you will learn that many of the Officers and Deputies never fully recovered from that incident and some left Law Enforcement altogether (or were forced out of it in a few cases). Many LEOs involved were very angry at other LEOs involved in the incident and could never forgive their partners "mistakes" (real or perceived). The trial afterwards of the suspects was also a total mess. Very good read ("Norco 80").

Idk, I don't think that stuff really helps and there's not really any data to back up that it does beyond the immediate short term. I don't know of anyone who ever took it when it was offered. I personally just wanted to move on to the next call if offered. And it was told to me by a hazmat instructor that 75% of responders will quit after an mci regardless. Don't know how accurate that number is though.

@@ElGeetaro8929 one thing I have found to be very releasing of any built up angst or tension in the central nervous system is a medication called Ketamine. Some States have these medical facilities, specialized for this trauma treatment, they dispense the medication in office there, once a month or something, not too often. It's not just the typical narcotic thing, it has hallucinogenic effect, allowing to sort of enter a very spiritual experience.

@@ElGeetaro8929 I'm pretty sure that Professional, Medical, Mental Health treatment has been pretty proven to help people going through a emotional and psychological crisis, as well as Post Traumatic Stress Disorder, amongst other things. I think it HAS to be part of the system for LEO's and First Responders as part of their overall "response" to any critical incident. This book covered how a LACK of formal treatment adversely affected a lot of the coppers and responders (and their families, and the families of the suspects as well) involved. Through these type of incidents (and our wars too unfortunately), the "lessons learned" most definitely could include post traumatic mental health treatment.

I was just starting my LEO career when this happened. Very intense. Biggest frustration factor to me in the day was lack of comms between agencies. You couldn't coordinate without going through multiple people which vastly slowed Intel. We finally got LERN (law enforcement radio network) but it was slow in coming.

@JimoTex22 PTSD it means that if you have someone relaying coms between agencies they are repeating what someone is saying on their end to another dispatch and that dispatcher is relaying what that person said to their people. So its like the game of telephone and even with the most professional coms it's still 2-4 times removed. Comprende, vergaso?

Known as “The ultimate 11-99.” As training sergeant then I used this as “How do we learn from this?” I took my officers up to Norco (about 75 mi.) in a caravan of units & we drove the route & stood on still-bloody pavement. Wow, I grew up on the border between Riverside/Norco/Corona. My Mom was a San Bernardino cop, and I remember watching the North Hollywood shootout. The Norco shootout was before my time but I’m surprised nobody ever told me about it.

Hey I know I'm a little late to the party here but last year I actually read the book NORCO 80 which goes into bank robbery in greater detail. Here's some things that got left out of the video: -The robbers weren't just trying to steal the money to get rich quick, their leader was convinced, and had convinced the others, through religious sermons that the end of the world was approaching and wanted the money to build a little mini fortress in the mountains to wait out the storm -The bank they chose was one they regularly used, which is something that more successful and experienced robbers tend to avoid for obvious reasons. They really were amateurs. -They van they originally used to arrive to the bank was stolen. They stuffed the owner of in some sort of locker/closet in the back of it. The guy was like 6'4 and his muscles were severely cramped by the time police found him. The police had no idea he was in there so it's a miracle he wasn't hit in the cross fire. - The driver, Belisario Delgado, was hit as they were driving away but didn't die instantly. A shot gun round punched through the back and went into his neck. The round severed part his spine and arteries. He crashed the van and when the others realized he couldn't move they left him. The book makes you feel kind of bad for the guy because he was kind of a push over and was pressured into doing it by his older brother on the promise no one would be hurt but was. When the police found him they realized he was still breathing and his eyes were open and moving but didn't know the extend of his injuries. He died paralyzed, drowning in his own blood, abandoned buy his brother and friends. -In the back of the van they found a fucking samurai sword! It was never used in the robbery. -The rifle they used to shoot down the helicopter was a high powered hunting rifle which was used in addition to the each of them having their own rifle. -The m16 the police used wasn't part of the official police armory but was pulled from the evidence locker. It was the first time the officer had ever used such a weapon. -The robbers were bleeding but mostly from the shot gun rounds fired at them outside the bank, not from LT Evans revolver, though he did manage to hit one in the back below the shoulder. It's impressive he managed to hit him at all due the distance and volume of fire. -The robbers tried to go back to one of their houses which was the original plan but realized they still hadn't shaken the heat.

Some more stuff…. I personally met the kidnapped van owner in the early 90’s and of all places, a now defunct gun range in Redlands California. He was short and not 6’4. He was kidnapped with his van from the parking lot of the Brea mall in Orange County and driven to Norco as a hostage. He told me his story. I’m 6’1 and the victim was about 5’7 and skinny. My brother worked with two of the San Bernardino county sheriff’s deputies for years after the incident and who were involved in the shootout and pursuit with a commandeered AR-15 from the Fontana sheriff’s substation evidence locker. Back then cops got to do what they needed to do to get the job done. I actually made a descriptive map of the escape path of the shooting, beginning at the (now gone) bank in Norco. The chase went north through the now incorporated cities of Eastvale, Jurupa Valley and Ontario California. Bullet holes to this day still remain on a Stater Bros super market in Jurupa Valley intersection where they shot at more cops and civilians. It was the LA SHERIFFS Department swat team (SEB) and NOT the LAPD that ended up catching the last bad guy off of a dirt road in the end of the canyon, in Lytle Creek. Being the largest sheriff’s department in the country, the LASD had unlimited resources to aid in the capture of these thugs. The deputies claimed that the bad guy committed “suicide” by falling on his own handgun, thus shooting himself in the chest (hahahahaha, yeah right! No body worn cameras back in 1980). The dirt road where the Riverside deputy was ambushed was always (and still is) washed out and was a back route Forrest road into “Mt. Baldy Village,” basically on the LA county / San Bernardino county line. The Riverside deputy actually ran out of ammo from his vehicle on the drive up through the canyon. He stopped his patrol car to “borrow” a .22LR lever action rifle from a hiker he spotted on the side of the road. The deputy then continued up the canyon in pursuit by himself before being killed shortly there after. I’ve driven to the very spot where the slain deputy was sadly killed. It still brings a chill with eerie feelings to me to this day when I visit the spot. As a result of this incident, San Bernardino county sheriffs department soon authorized and issued Mini-14 rifles to their patrol units. I believe they were the first modern day police force that did that in the country. They issued mini-14’s for patrol units for decades after. I’ve also driven past the old bad guy’s residence in Jurupa Valley. It’s still a run down tweaker neighborhood. The local agencies involved in the entire operation were: Riverside Sheriff Corona police California Highway Patrol Costa Mesa Police (helicopter from Orange County, out east for unrelated training flights). Ontario police San Bernardino Sheriff LA Sheriff It was a shootout more intense and involved than the North Hollywood shootout with LAPD some 17 years later.

There's a book about this event called Norco '80, I grew up in Corona and it blew my mind learning about it. I've been to the stater bros that's across the street from where this happened probably hundreds of times and never realized what happened there till I read that book.

and they didn't hide out in Norco prior to the robbery they were in Mira Loma. I was right down the street when this thing went off. I had my first bank account there lol it maybe had 5 dollars in it but those pricks tried to steal my money LMAO I saw the North Hollywood shoot out and thought. huh they forgot about Norco this is nothing

@Richard B There is a popular view of "the genius criminal" like a Bond villain or something, but in fact it's stunning how many criminals turn out to be really unintelligent. And I'm not talking "a bit dim" here, I mean almost down to retardation level. Not all of them of course, but still a stunningly high percent. So it is probably more than just over- and underestimation, although that may of course be related.

Well, I would not ascribe d-bags' failures entirely to their IQ levels. Which for some of them is quite high at times. Albeit not for any of these blokes, by the looks of it. The big factor not to be overlooked is the ability to function effectively in highly stressful and chaotic situations (such as gun fights). Read up some of the accounts of vets that have gone into battles for the very 1st time, be it small skirmishes or major ones. Or even how n00b cops lose their 💩 in the heat of a first gunfight. Months and years of proper training cannot prepare you for it. Only those that live through it and don't break down mentally can become effective and adjust to circumstances quickly and effectively. I'm not saying training isn't helping at all - it is, but to a degree. Very few, if any, battle plans (or a heist plans for that matter) will go according to plan. And being shot at is a very startling and unpleasant realization. The Miami shootout of 1986 with FBI was worse by the two subjects that were less geared up, but both ex-military. Fortunately these morons were just brainwashed idiots from a death cult. Ex-military would have caused much greater damage and would have carried out the plan more effectively (such as blowing up the gas main).
