Suggestion to overcome Wilmington's Drumm Avenue Truck Problem

An article appeared in the Sunday March 6, 2022 Los Angeles Times describing how a residential street in Wilmington (a community of the City of Los Angeles near the port of Long Beach) has been taken over by a continuous flow of very heavy container trucks, producing a lot of noise, fumes, and dust. This 2-minute slide/video suggests how the city could create an alternative access road for the truck traffic at much less expense than other types of improvements, to return the residential street to ordinary vehicle usage.
