This is showing windows cannot run disk checking on this volume because it is write protected

I have a Toshiba 32 usb pen drive. This pen drive volume is winsetup. I can read it but cannot write it. I tried to format it but it shows error "windows cannot format.". I even clear the partion and generate a new simple partion and format it. But it always has the same content. Please provide the solution for it.
