Look for the bend option tab or offset tab on your screen

In my creo don't show bend position/bend line option.

In that flange command how to go bend outside?

I got your question. Actually in creo parametric 7.0, you have extrude cut as a separate command. So you need to use extrude cut separately. you cannot use it within extrude.

In creo 5 or less, you can do that by clicking on offset tab while creating flange and check the box to choose 'add to part edge'.
