The novelization did a lot better at showing Palpatines manipulation in this moment. Before he mentions Darth Plageus The Wise he says that he has been researching into the Sith ever since he started suspecting the Council might accuse him of being involved with one.

Have you noticed how smart Anakin is as Darth Vader? It's really interesting how Anakin's brain started working only after having his limbs severed off and a major part of his body burnt.

For a guy running a Galactic Republic during wartime, Palpatine really had a lot of spare time on his hands.

Anakin definitely has more awareness but stopped leveling his Intelligence past 12. He needs 15 Intelligence to automatically unlock information and the dialogue options regarding Midichlorians.
