J-35's incident report: "I, Trp. Tucker Rhodes was patrolling on Highway 9 in Morrilton near Highway 64 on December 29th, 2023, at approximately 3:23 pm. Pope County Dispatch put out multiple reports of a reckless driver in a black vehicle with out of state tags passing vehicles on the shoulder at a high rate of speed on Interstate 40 traveling eastbound around the 94-mile marker. I told dispatch that I would set up at the 108 eastbound mile marker and watch for the described vehicle. I observed the vehicle described in the report behind me around the 108-mile marker passing vehicles on the shoulder at 98 mph at approximately 3:29 pm. Once the vehicle passed me, I pulled out to conduct a traffic stop on the suspect vehicle that was a black 2018 Kia Optima with a Tennessee license plate of bly6629. While catching up to the suspect vehicle I observed it passing multiple vehicles on the right shoulder at 102 mph. I initiated my emergency blue lights and sirens at approximately 3:30 pm. As I got closer to the suspect vehicle it changed lanes quickly, and passed more vehicles on the right shoulder again at 112 mph. Once the suspect vehicle got back into the right lane it accelerated to 122 mph. The suspect showed no signs of slowing down or pulling over I notified dispatch of the vehicle pursuit at approximately 3:30 pm. After following the vehicle for approximately 23 seconds the suspect vehicle started to merge to the right shoulder. The suspect vehicle pulled over to the right shoulder at approximately 3:31 pm. I then made contact with the driver and ordered him to get out of the vehicle multiple times. After he exited the vehicle, he failed to listen to my commands to turning around and getting on the ground. The suspect was irate and yelling about the other traffic on the Interstate. I identified the operator of the vehicle as Jamal Gibbs (02/22/2001) b/m. Once assisting units arrived, I arrested Mr. Gibbs at approximately 3:42 pm and placed him in the back seat of my patrol vehicle. I inventoried the vehicle and then let A-State Towing and Recovery take possession of the vehicle at the scene. Mr. Gibbs was transported to the Conway County Detention Center and booked with the following charges. 5-54-125(D)(3) 2023: FLEEING - FELONY - VEHICLE OR CONVEYANCE - SUBSTANTIAL DANGER OF DEATH 27-50-302(A)(2): RECKLESS DRIVING 27-51-308: IMPROPER PASSING ON RIGHT 27-37-702: NO SEATBELT 27-22-104: NO LIABILITY INSURANCE 27-50-302(A)(7): SPEEDING - MORE THAN 15 MPH OVER LIMIT 27-51-901: FAIL TO YIELD TO EMERGENCY VEHICLE"

You didn’t see what happened BEFORE this video started. Did you read the report? I noticed his story was consistent every time (at least three times) he gave it even though the part about semis trying to get him off the road is bizarre. Maybe his driving made it feel that way, but I think he believed it. I don’t think people who have never gone through a really rough patch can understand how it can feel like the whole world is against you. I have unfortunately. You lose a really good job; you can’t find another one for so long you end up have a car repossessed and losing your home. It just seems like NOTHING you can do is right. All that eventually comes to an end. It still feels like everyone is out to get you. Intellectually you know that isn’t true, but it sure feels that way. Even if you are not religious and you think everyone who believes in God is nuts, read the Book of Job in the Old Testament. Job has lived a good life and obeyed the laws of God. Suddenly, he starts losing things that are important. His wife and all his children die, crops fail on his farm, his livestock dies. Even his FRIENDS who have known him all his life keep telling him to ask God’s forgiveness. Job has done nothing wrong and he knows it. Eventually, God restores everything to because he passed his test of faith. That story shows how awful God is in the Old Testament. But subtract that and it can happen to anyone. Fast forward 2,000+ years and I lose a really good job. Friends ask what happened that cost me my job. Friends ask why I haven’t found a new job; are you not trying hard enough? My car gets repossessed. I lost your home just before FINALLY finding a job in another city. I did NOTHING WRONG except turn 55 years old. I don’t think God was testing me, but in every other respect, I understood how Job felt. Alone in the back of the police vehicle, he said, “Why can’t I just be OK?” He is right about the insurance on his car. I checked numerous lists of most stolen cars and the Kia Optima is on EVERY list. So are the most popular full size pickup trucks. These are generally older model years before so many manufacturers started adding anti-theft devices as standard equipment. The guy got arrested for what he did, he was speeding and driving recklessly. He knew that when he asked how much the bond would be. Like so many people who get speeding tickets On every single one of these videos, people judge the people who did wrong with tones of stereotypes and disgust. Judge each one of these independently. The vast majority of the time, the people deserve the disgust. But sometimes, someone is not just having a bad day. They have been having bad days for what seems like eternity. They are still responsible for their actions if they endanger others. I am not advocating letting people off the hook. I am just asking to judge each person on their own merits and in a specific situation-like you want to be judged.

@@enid0mom I believe your personal crisis story and that you are very sincere but I cannot believe that you think his story is the least bit credible. I don’t know if you heard that others called 911 on his reckless driving for 30 miles back. There was NO truck around him when the cops pulled him over. When the police lights were lit, he sped up to over 20 mph more. He had a cellphone and didn’t call police when this imaginary truck hit him and tried to supposedly kill him ???? Really???? Do you respect people who drive 120+ mph without basic liability?? What of he hit somebody. There are a million Americans who have KIAs who are responsible enough to have insurance. Because premiums are higher because it’s a highly stolen car is ABSOLUTELY NO EXCUSE. He choose to endanger lives with no responsibility ON PURPOSE without regards to anyone including innocent children 👪 and families on the highway. I truly believe that this young man is irresponsible and makes BS excuses for his life choices. I admire your heart ❤️ but I think you fell for this totally irresponsible person’s BS story for driving recklessly for MANY miles hook, line, and sinker 🪝🐠. I hope your life is fulfilling and God bless.

WOW, so his argument is, he needs to speed up and pass on the shoulder to avoid being run over, but couldn't understand, maybe just stop on side of the road OR exit. He was completely out of touch with reality, he had a gift of gab but I'm not buying it or the Trooper.

I don't think it was a good idea to put the tazer unit away. And this driver had a cell phone. If he thought he was been threatened, then why didn't he dial 9-1-1?

I suspect this guy was yelling at this young trooper to intimidate him. Evern if he was in fear of his life from a trucker, all he was charged with put him in far greater danger.

I stay home and try to stay off the roads as much as possible these days. People do drive recklessly and it's so dangerous to get out and just go a couple of miles to the grocery store living beside a 4 lane divided highway where the speed limit is 65 and cars are coming off a mountain going 80 and 90 plus. State troopers and city cops sit out there all the time but it never seems to stop.

When did the Officers become the secretary to these criminals demanding that they call momma, daddy, girlfriend or boyfriend, lawyer, or someone on their phone, or clean out their car to bring them something and go on to that the Officer is ruining their life or it is the Officers fault for being in this position or thinking the Officers have to talk with them or answers their jibbajabber/questions while taking them to the station. The Officers do not get paid enuf to be a babysitter and thanks for getting reckless drivers of all kinds off of the road. The laws that need changed are ones that allow the judges to give out harsher sentences and fines. Blessings.
