L-51's incident report: "On December 30, 2023, I, Trooper Keaton Ramsey while patrolling around State Highway 23 south of Chana's Corner observed a Madison County Deputy conduct a traffic stop on a dark-colored passenger car. Shortly after that deputy, Daniel Mehn called for me on the radio stating the vehicle was taking off northbound on State Highway 23. I began attempting to catch up to the pursuit. Once into Carroll County Deputy Mehn lost sight and advised he may have taken Bush Mountain Road. I began checking Bush Mountain Road where tire marks were turning into the intersection. After a short time, Deputy Mehn stated he could see the vehicle passing cars still on State Highway 23 North. I turned back around and began attempting to catch up. I traveled with emergency equipment activated north to Eureka Springs then east on U.S. Highway 62 into Berryville City Limits. Once coming into Berryville City, at approximately 21:09 (09:09 PM) observed the vehicle traveling back westbound out of Berryville City. I turned around and began attempting to catch up again. At approximately 21:11 (09:11 PM) I established being the secondary unit in pursuit just west of Little Bear Storage Units and took over as primary at 21:14 (09:14 PM) once inside Eureka Springs City for the second time. As the vehicle slowed down at the intersection of U.S. Highway 62 and East Mountain Drive, it began swerving left to right trying to determine which way to go. I set up to perform a Tactical Vehicle Intervention (TVI) on the driver's side. The vehicle then swerved over to the right causing me to re-set up for TVI on the passenger side. As I approached to perform a TVI, the vehicle straightened out and slowed down abruptly. I attempted to turn to push the car into a gravel area but as the suspect vehicle stopped, I continued up the passenger side causing damage to the pit bumper, fender, and driver door of my patrol unit. The driver then fled from the vehicle on foot towards the northwest into a wooded area. An officer from Eureka Springs and I began pursuing on foot and were able to stop the suspect near the bottom of the small hill. The suspect was taken into custody without incident and escorted back to the patrol units. The subject declined medical assistance and provided his name and date of birth as Sullivan Goetz 07/02/1983. He was read his Miranda Warning and elected to exercise his rights and wait for an attorney. I conducted an inventory of the vehicle with the help of several officers after calling for a tow due to the criminal arrest. During this there were several open containers containing alcohol and J & J Towing took possession of the vehicle. Madison County was again on scene and took custody of their suspect. Deputy Mehn again read the driver Mr. Goetz his Miranda Warning who refused to answer any questions. Mr. Goetz did agree to provide a Portable Breath Test (PBT) which resulted in .037. Deputy Mehn transported him back to Madison County see arrest report number C543442 / 23-00506. I had dispatch contact Fayetteville Police Department for a welfare check on the registered owner in case driver fled due to prior domestic at residence earlier in night. Ms. Goetz stated that he can have the car as it was theirs. They are currently splitting up but she is okay with nothing domestic related happening tonight."

One thing I’ve noticed is that those troopers KNOW their vehicles and know their limits for the most part. If anyone is stupid enough to try and run they better 1. Have a very very fast car 2. Know the roads they’re about to go on 3. Better be one hellova driver 4. Don’t be a whining cry baby when you get caught. THANKS NST

You flee in Arkansas our 🚔 just about always catch their guy your odds are slim to none of getting away awesome driving officers. ❤
That right there is an Officer who not only does his job on a very professional level but also an Officer who knows his patrol district. That was some of the best driving I have seen in a while. Interstate Speeds, weaving in and out of traffic, and always keeping an eye on the innocent motorist is tough and adrenaline filled, but driving a two lane blacktop full of sharp curves and blind spots at high speeds, taking those sharp curves and making them straight all while catching up to and taking the lead on an active chase. Yeah excellent driving skills right there!

What a clear view of the of dude bailing and theTroopers right on him.(Side note)*the blue lights on the trees made for a pretty image*. I wasn't sure at first if that dude was crying because he got hurt, didn't take long to figure out it's because he got caught. Intense pursuit on the roads less traveled. So thankful no one got hurt. I had a pos point car… did over 100, couldn’t get up to 130, but I love it. Raised in the backwoods and we didn’t have speed signs back there.
I've seen literally thousands of pursuits, and only one time have I ever seen one more incredibly intense that this one! Masterful driving capabilities by this trooper, and other officers. Trooper Ramsey seems to know these roads, at night, at extremely high rates of speed! You might want to consider this one as a training video for any new Troopers to watch, study, and learn from. I could tell Trooper Ramsey knew to the fraction of a second when to accelerate, decelerate, or brake. He knows speed, and, he knows safety. Thank you Trooper Ramsey, other LEO's, and NST for a really good video! Intense!
Superb positioning of the vehicle for the best view of the capture! I liked it when the cops were laughing and the guy was crying 😂

23 North is a very windy road in the Ozarks. Super impressive driving
I knew they must have been in the mountains/Ozarks. Them roads have hair pen curves. It can be scary when you have an 18-wheeler coming around the corner at night.
Props to the Deputy that chased this guy alone for so long and held in there. He was a heck of a driver too! Must not have been trained/authorized to perform the PIT himself though.

I think I'd rather hear the normal criminal creed, I didn't do nuttin, why you stopping me, this is harrasment, etc., than hear them cry like a little girl!!

WTF!!! The guy finally gets caught, after driving like a maniac over 100+, and when he gets CAUGHT, he whimpers like a little child that just got caught standing on a chair, trying to reach the cooke jar atop the fridge. That CONSTANT WHIMPERING made me immediately say out loud, WTF!!! I cannot fathom, after all that, putting people in serious jeopardy, as well as all the LEO'S, that he would react in that manner. Speaks volumes about his maturity as well as, his mental state. BTW, those LEO'S are some badass drivers!! Good on them, and thanks to their driving skills controlling their vehicles so well. Bravo!!!

One thing that I have noticed about the ASP is they can drive!! And they know their patrol area like the back of their hands! One thing I don't understand is why criminals continue to attempt to run from the ASP?? Like don't they know by now that the Officers of the ASP are NOT going to allow you to get away!! Another amazing video showing exactly how dedicated the ASP is to keeping everyone safe. Good Job ASP!! ❤

Well aside from the crying I did notice a couple things that set him apart from similar pursuits. When he was in custody he didn’t ask for his phone,or tell the officer to call his momma.
