    I love these NST videos. I mean, the ASP is doing the hard work.. but NST provides the context and sets the scene for us to know what is going on. It reminds me of those old episodes of COPS. After a hard day, I enjoy unwinding to the great work of the ASP as they protect the good people of Arkansas. Ole Noid here really should be spending some time in the penitentiary. He's going to get what he has coming to him... and I'm glad. Thanks again NST for this series and a reminder of the hard work that our State troopers do.

    B-25's incident report: Part 2 of 2 I gained access to United States Highway 67 from the 48-mile marker and proceeded north to catch up. During this time, the freeway was clear. There was snow on the ground. However, it was mostly on the shoulders and along the roadside. I began to see the emergency lights of local law enforcement at approximately the 51-mile marker. According to the Deputies, Noid was traveling more than 100 miles per hour in a posted 75 the entire time I was catching up. Once I got to approximately the 56-mile marker, I was about a half mile behind them. About this time, I was made aware that a Bald Knob Police Department Patrol Officer was setting up a spike strip near the 57- mile marker turnaround. I was not told what lane the spike strips were in. As White County Deputies approached the area, one of them advised that he hit the spike strips. Moments after White County Deputy struck the spike strips, I observed a black Dodge Charger from the Bald Knob Police Department sitting stationary on the outside northbound shoulder with no lights on. As I saw the police vehicle, this is when I noticed that the spike strips were in the left lane of travel. I was unable to successfully move in time causing me to run over the spike strips with the left front and rear tires of my patrol vehicle. My tires were not deflating at this time, so I continued in the pursuit. Once I caught back up, I again took the primary position in the vehicle pursuit at approximately 9:12 PM at approximately the 61-mile marker. At this time, I observed Noid traveling over 100 miles per hour in the right lane, near the center line. Noid then switched to the left lane in preparation to pass a vehicle that was occupying the right lane. That vehicle saw us coming and quickly got onto the right shoulder. Noid began to move back into the right lane and passed the vehicle which was on the shoulder while almost entirely in the right lane. Noid then began to drive in the center of the freeway, and I observed no traffic ahead. At this time, I began to maneuver my patrol vehicle into the right lane and prepare for a Tactical Vehicle Intervention (TVI). After we negotiated a left curve, I moved onto the right side of the vehicle in which Noid was driving. I placed the front left bumper area of my patrol vehicle into the suspect vehicle’s rear right bumper area and conducted a successful TVI maneuver. This was conducted at approximately 9:13 PM at approximately the 63-mile marker in the northbound traffic lanes of United States Highway 67. The vehicle spun clockwise off the front bumper area of my patrol vehicle and left the roadway to the right. The vehicle continued to spin until it struck another fence line. The suspect vehicle got stuck in the fence line and came to a final rest, facing north near Ridgeview Road. I turned my patrol vehicle around and parked with my front bumper area near the driver-side doors of the suspect vehicle. I immediately exited my patrol vehicle, drew my service pistol, and began giving Noid the commands to show me his hands. I observed Noid to not be wearing a seat belt at this time. Several White County Deputies and I were able to safely remove the female passenger, later identified as Jasmine Jones and Noid through the front passenger door. Noid was subsequently detained and placed into the rear seat of my patrol vehicle. Jones was placed into a Deputy’s patrol vehicle. Both subjects declined medical attention and had no visible injuries at the time. Both subjects were advised of their Miranda Warnings, and both waived the right to counsel. Noid stated that Jones was trying to fly, and this caused him to continue to drive and not stop. Noid stated that Jones was an alien and needed to go fast so she could fly. While speaking with Jones, she stated that Noid was off his medication. Jones stated that Noid came to get her in Little Rock and had the vehicle at that time. Jones stated she did not know where Noid got the vehicle from. Jones was later released with no charges. The vehicle was towed by Jeff’s Wrecker Service. The left rear tire of my patrol vehicle eventually went flat while on scene, and the tire was changed. The vehicle was confirmed stolen out of North Little Rock, and the owner was contacted by the local police department. During this time, Noid was showing various clues of impairment. Noid’s eyes were bloodshot and watery. Noid’s pupils were very dilated. Noid was stumbling and swaying when he stood up. Noid had incoherent and slurred speech at times. Noid did not have shoes at the time he exited the vehicle. I did not smell an odor of intoxicants on Noid’s person, and none was found in the vehicle. I decided to transport Noid to Unity Health in Searcy to evaluate his well-being as well as obtain a search warrant for his blood for the possibility of him Driving While Intoxicated due to his manner of driving and body mannerisms as described above. Before transportation and while enroute to Unity Health, Noid appeared to lose conciseness and act like he was sleeping. Due to this, I advised dispatch that I was going to run code until I arrived at the hospital. Upon arrival, Noid appeared to wake up and exited the patrol vehicle with little help. Noid was then taken inside where he was evaluated by hospital staff. The search warrant for Noid’s blood was signed by a local district judge while at the hospital. Two vials of human blood were obtained from Noid. While Noid was laying in the hospital bed, I conducted the Horizonal Gaze Nystagmus (HGN) test on him. Noid had very large, dilated pupils. I observed four out of six clues before he stopped tracking as I instructed. Those clues were lack of smooth pursuit and distinct and sustained nystagmus at maximum deviation with both eyes. While at the hospital, a Trooper from Troop A in Little Rock called me concerning Noid. The Trooper stated that Noid allegedly fled from the Arkansas Highway Police on 01/15/2024 and wrecked Jones’ vehicle. The Trooper worked the wreck and issued traffic tickets to Noid. The Trooper stated that the Arkansas Highway Police Officer did not take Noid to jail, but instead issued a misdemeanor fleeing ticket and released him. The Trooper stated that Noid had the same behaviors on the 15th, “pretended to go in and out of consciousness.” A White County Deputy relieved me at the hospital and took possession of Noid so I could secure the blood into evidence. The blood was secured once I left the hospital at the Troop B, Searcy Office. The blood samples will be taken to the Arkansas State Crime Laboratory for toxicology, and the results are currently pending. Once cleared from the hospital, the White County Deputy transported Noid to the White County Sheriff’s Department. The White County Deputy advised me that once they left the hospital and came to the jail, Noid was acting fine. The Deputy stated that he was talking and even asking for food upon their arrival at the jail. This is similar to the story that the Troop A Trooper told me about his encounter that also included the Highway Police Officer. Noid was processed into the White County Sheriff’s Department and charged with: 5-54-125(d)(2) 2023: FLEEING - VEHICLE OR CONVEYANCE - EXCEEDING THE SPEED LIMIT 5-38-203(b)(1): CRIMINAL MISCHIEF - 1ST DEGREE (DAMAGE

    That was an interesting off road pursuit at the beginning, I was afraid Trp. Vrooman was going to end up in a ditch a couple of times. Hard to believe the suspect vehicle made it through two fences. Great job by all the LEO personnel.

    B-25's incident report: PART 1 of 2 " On 01/16/2024, at approximately 8:56 PM, I, Trooper Vrooman was notified of a reckless driver on Arkansas Highway 385. The caller stated that the listed suspect, Mr. Timothy L. Noid was stopped in the roadway when he drove upon him. According to the caller, when he stopped to check on Noid, this is when he drove off in a reckless manner. The caller stated that Noid began to proceed south on Arkansas Highway 385 toward Arkansas Highway 13. The caller stated Noid was driving all over the roadway including into oncoming lanes. The caller stated Noid went over a hillcrest in the oncoming lane and ran off the roadway after disregarding the stop sign at Arkansas Highways 385 and 13. The caller stated Noid then drove to the very back of Raines Road. I was close to their location. Just before my arrival, I was advised that the listed 2005 silver Chevrolet Malibu (ASR08C) was reported to be stolen out of the North Little Rock Police Department. As I turned left onto Raines Road, I observed the caller standing outside his vehicle, a white Ford Bronco behind the strip mall. The caller was pointing me in the direction of where the suspect drove to, which was the southern edge of Raines Road, near the freeway. I drove to the end of the road but did not locate the vehicle. The caller continued to speak with local dispatch and advised I was in the correct area. While in the area, a local Sergeant with the White County Sheriff’s Department arrived. The Sergeant drove down a dirt road that is not county-maintained and runs south, parallel with the freeway towards a river. I decided to follow him due to officer safety concerns. Moments later, the Sergeant advised he had eyes on the listed vehicle, and Noid was driving it. The Sergeant stated that Noid had just driven the vehicle through a cattle gate and was continuing south. The Sergeant illuminated his emergency lights and turned on his siren in an attempt to perform a traffic stop on this vehicle. I was catching up to them at this time. I also illuminated my emergency lights and turned on my siren. Noid showed no signs of stopping but was slowly rolling through the area due to the uneven terrain. Noid continued along the dirt road and under the freeway next to the river. Noid then turned north after he passed under the freeway and continued through a grassy snow-covered field. Noid was able to squeeze the vehicle in between some trees. However, in between the trees was also a fence that Noid drove through and damaged. The Sergeant and I followed. As soon as the Sergeant proceeded through, he sustained vehicle damage from pieces of the fence. That damage may include but is not limited to damaged paint and a damaged light bar. The Sergeant’s vehicle is a white 2020 Ram 1500 Class (311ZIB). The Vehicle Identification Number (VIN) is (1C6RR7XT3LS153672). I did not sustain any damage here. Just after, Noid began driving through the field at a high rate of speed. The Sergeant slowed down to look over his damages, and I took over as the primary unit and advised dispatch of a vehicle pursuit at approximately 9:00 PM. Noid then continued through the field and into the parking lot of a local church, which was partially covered with snow and slush. Noid then proceeded towards the freeway. Upon coming up to another fence line, Noid drove the vehicle through it. Once Noid got past this fence, he began to travel north on the freeway from approximately the 48-mile marker. I did not go through the fence line due to a strand of barbed wire hanging horizontally. I made my way through the local campground until I got back onto Arkansas Highway 385. While I was doing this, other White County Deputies were able to get behind Noid while on the freeway and provide me with updates.

    Picture perfect PIT. But that driving on snow covered back roads definitely needs some work. I was born and raised in Minnesota. That is one case where they would have been left behind by someone that knew what they were doing.

    Those police vehicles take a beating. I drove a police vehicle in Phoenix that my brother in law bought from a auction and it still had a working spot light on it. He let me drive it on the highway and I would shine the spot light and slow down, there was a slew of traffic behind me, I turned the spot light off and sped up no one passed me. I drove to his house and got my own car and went home.
