A-18's incident report: "On 12/20/2023 at approximately 10:15 PM I, Trooper Jackson Shumate #242, was responding to an overdose call that was in the location of I-630 W at the Pine St exit. The call was in regards to a white Dodge Charger with an occupant that was said to be overdosing on an edible controlled substance. I arrived to the location a few minutes after I was notified that the vehicle had left the area. I drove to UAMS hospital, just off the exit, to see if the vehicle had gone to the emergency room. As I turned onto Capitol Ave, I saw a white Dodge Charger with its headlights on in a parking lot for the hospital. After I passed the vehicle, I saw it exit the parking lot back towards Pine St. I ran a registration check on the Arkansas license plate #AMY18A and observed its insurance to return as unconfirmed. Before I initiated my emergency lights to initiate a traffic stop, the vehicle stopped at a green light, turned its hazard lights on, and then pulled over in the right lane. I approached the vehicle and spoke to the occupants. They admitted that they were the ones the initial call had been made about and that the driver was the one who had been overdosing, but that he was okay now. After running an ACIC/NCIC check of the driver, Arrested Person Dwatney Noid, I had him exit the vehicle. I asked him to tell me what happened. He admitted to me that he was high and should not be driving, but that one of his friends would be able to drive. I told him that I could smell the odor of marijuana coming from the vehicle and he stated that his friends had been smoking earlier, but that there was none in the vehicle. I then attempted to place Arrested Person Noid in the back of my vehicle and place him in handcuffs, but he began to pull away and voiced concern about sitting in the vehicle. I then attempted to place him in handcuffs, but he continued to pull away and began to shout for help from his friends in the vehicle. I gave Arrested Person Noid multiple elbow strikes to his shoulder blades and attempted to put his left arm in an arm bar, but he was able to slip out of it. I then broke away and deployed my CEW (taser) and gave loud verbal commands for him to lay on his stomach and submit to arrest. He still did not comply and then broke the connection of the Taser probes and began to flee on foot. The other two occupants also fled the scene. I grappled with him again in the middle of Pine St in the northbound lanes. I tased him again and he pulled one of the probes out. I then struck his face with the CEW multiple times and then attempted to control his head. When I pushed his head downward, he attempted to grab my legs. He was then able to break away and dove head-first back into his vehicle and began to flee. I called pursuit of the vehicle. It fled westbound on I-630 at speeds over 100 mph. Arrested Person Noid put the public in danger of serious injury or death, due to the recklessness of his driving. He took the Fair Park exit and then travelled south on Fair Park Rd. After making circles in the residential neighborhoods, he jumped out of his moving vehicle in the 1700 block of Fillmore St and fled on foot. I cleared the vehicle and ensured he was not still inside. Multiple ASP Troopers then set up a perimeter and I requested a Little Rock Police Department K-9. Officer J. Tankersly #15039 responded with K-9 Talon to the scene. At approximately 11:09 PM, Arrested Person Noid was found laying under a bush between two houses in the 1700 block of Fillmore St. He was taken into custody without further incident. Arrested Person Dwatney Noid was transported to Baptist Hospital in Little Rock to be medically cleared and then was taken to Pulaski County Jail. I requested Arrested Person Noid to submit to a urine test after reading his statement of rights and he refused. He was charged with the following: 5-65-103 1ST DRUG: DRIVING WHILE INTOXICATED - DWI 1ST DRUGS 5-65-205: REFUSAL TO SUBMIT TO CHEMICAL TEST 27-50-308(b)(1)(B) 1ST: RECKLESS DRIVING - 1ST 27-50-302(a)(7): SPEEDING - MORE THAN 15 MPH OVER LIMIT 5-54-125(d)(3) 2023: FLEEING - FELONY - VEHICLE OR CONVEYANCE - SUBSTANTIAL DANGER OF DEATH 5-54-103(a): RESISTING ARREST 27-37-702: NO SEATBELT 27-22-104: NO LIABILITY INSURANCE 5-54-125(e): FLEEING - ON FOOT - 1ST OFFENSE - UNDER 21 YRS OLD"

@@willfromhythe My best friend who happens to be black, well educated, former Air Force, and works with me at NASA purposely named all 3 of his children common names solely so they would not be judged by others so quickly. All of his children are excellent students and well-behaved. It's usually the fatherless that get the crazy names along with the criminal history.

Nope, the police officer was lucky! IF the passengers had helped the driver and had guns, he wouldnt be coming home to he s family that night. I hope he s family never see this video! Backup is sooo important in this situation! Please, take care and be safe!!
Did anyone else notice the other car that pulled over in front of the charger and then proceeded to do nothing while the officer struggled to take the suspect in to custody? I bet they were sitting there recording trying to get a viral clip.

Or worse yet, pile out and jump on the officer trying to take down a suspect--it's always a danger to the officers when the suspect tries to enlist aid from bystanders. Which I'm sure is what led to Trp. Shumate hollering for them to stay in their car.

Well the Noid turned out to be the ignorant, disrespectful, disgusting perp we have become accustom to seeing. I felt so bad for Trooper Shumate. At least they were able to catch him. In Europe, one-man patrol cars are unimaginable. Among other things, for the reason that backing may be necessary in critical situations.

I think these troopers should keep some stop sticks in the front seat and just automatically place them under the rear wheels when walking up to the car. Then make everyone turn off their cars and take the keys out before asking for the documents.

That vehicle that stopped didn't offer to help the Trooper. They were probably recording with their phones. Disgusting!
The ASP are top notch.
That poor kid was tripping balls, he almost kept it together long enough to possibly just get a FMFR citation and be on his way. Shumate with the defeated sounding “Jesus f****g Christ.” + “well, sh!t” were both top notch. Glad they caught him when it was all said and done. Lots of life lessons were learned that night.
Every major city in this country needs two officers in every patrol car!!

Isn't it great finding out how many late model cars out there are driving around without insurance. Instead of buying a less expensive car, where insurance would be less than $250/year, you buy a charger which is rather expensive to insure, even for liability only. Even living with mom, and having no expenses other than car payment. Then we add the drivers. Mostly BOYS, you know, male but can't handle responsibility and consequences of being a MAN. Doing irresponsible things in them. Like impaired driving, etc. Turning a citation into a felony. Just stupid.

@@Speedster___it doesn't. You just have to be able to justify why the car is off and you have possession of the keys. Also remember on a traffic stop you are not free to leave. I mean that's what tons of court cases state but I'm sure someone will come in here saying different

@@Speedster___ when I stop someone who is doing 100 plus mph I tell them to turn it off and hand me the keys. I'm not searching the car so therefore no search. I place the keys on top of the car out of their reach. As I said I don't do it for every stop just ones where they are outrageously speeding or took waaaaay longer than it should have to stop. With that said even on a simple stop you are detained and not free to leave. A officer can ask you to step out of the car if justified in doing so and separate you from the vehicle. Even at that it doesn't go into search and seizure

They should make cars so that you can't start the car without a valid insurance card. Just like a smart key you should have to insert an insurance card into some kind of device to enable the car. I was once hit by an uninsured motorist and a friend was killed by an uninsured motorist.
"Hmmm...do i take the traffic misdemeanor that will probably get dropped to some kind of diversion program...or collect a couple felonies?" No one ever said criminals were smart...

*Police departments don’t have enough officers to always patrol the streets as a pair* so the smart thing to do when an officer pulls over a vehicle with a bunch of people, especially getting hints of a crime or drugs is *not only calling for back up* (which the trooper did) but also *waiting for them to arrive* before making *major decisions like handcuffing a driver* or simply placing him/her in a police car. This officer got way over his head thinking he could handle the situation with 3 or 4 juveniles/teens *alone and he was humbled* real quick. *Grasp all, lose all!* Next time he will be patient. Back up was so close though on the other side of the highway coming but *he rushed the process and almost paid with his life* . This is definitely a dangerous job and I’m glad it didn’t end with any fatalities.
Looks like some basic ground-fighting training is in order

Not necessarily. Have you ever tried to wrestle someone who's high by yourself? It doesn't matter how good you are at any kind of hand to hand, you'll have your hands full trying that by yourself. The perp shook off multiple shots from the Trooper's taser. Hand to hand one on one wasn't going to take him down.
This is where even a basic form of jujitsu or grappling would stop these situations...
It that was his first time getting high, that is one hella bad trip lol
