No End in Sight: 2021 will be worse than 2020

Judging by the actions of the New Zealand and Canadian governments in recent weeks, Covid-19 is never going away. These facilities will be permanent and the potential for them to be used for isolating dissenters, critics and "unco-operatives" is very troubling.
So is the fact that the location of these facilities has been "classified secret" by both Governments?
