Would there be a hypothetical difference if a U.S. citizen and a non-citizen were to marry in the U.S. while on vacation and then both return to Germany where they live now for 2-3 years before coming back to the U.S. to apply for a green card, compared to waiting 2-3 years to get married and then applying for the green card?

The main issue that I see with this plan is fraudulent intent. You can't re-enter the US as a "tourist" if you secretly (or not-so-secretly) plan to apply for permanent residence.
