That would have been cool to see but I believe Phelps would have never stayed an patrol man for long even if he decided to continue walking the beat. I image Phelps becoming an Sgt in the LAPD and eventually him making his way up to Lt and possibly Captain. It would been there that Phelps would have ran into corruption once he moved up in rank and would have been in charge of leading other officers. He would have gotten word though gossip and would learn alot of stuff is not adding up including with the number of deaths from the drugs that were be pushed into the streets. However, I think the outcome would have been different and Phelps would have had to hire Jack to investigate the corruption since Phelps couldn't do it as a high ranking officer. That would have drawn too much attention and would have possibly got him along with his family killed. Detective Phelps got away with it because nobody thought he would get that far. But an LT or Captain Phelps with the power he could wield as an high ranking officer? Yeah. I don't think the Mob or corrupt cops would have tolerated him for long as they did with him as an Detective. I think Jack would have uncovered everything and CPT Phelps would have aided the last second once he could get away from his desk.

Personally, if they make a sequel, I wish they would add more randomized street crime and a "shoot limbs to immobilize" system, fx. shoot them in the arm to make them drop their weapon or shoot them in the leg to stop them when running (but if they hold a weapon they might roll over and try to fire back at you).

That's not police protocol though. If a cop decides to use deadly force, they have to shoot to kill. Shooting suspects' limbs "to immobilize" will almost certainly get a cop in major trouble, because it implies that the suspect was not dangerous enough to justify shooting at them. And if they were dangerous enough - they should have shot to kill to ensure their own and civilians' safety.

I think the game glitches if you don't follow him into the building and he just stands there and let's you punch him.

In my opinion this is still ONE of the best rockstar games ever made! Right up there with GTA and Red Dead

I play a street crime in Traffic the name is "Hotel Bandits" I reach the parking lot I ram the suspects too hard in the entrance wall, instead I subdue the suspects I disabled the car or the suspect vehicle.
