Depending on the design, I think they can take a lot of hits so they can keep using them for practice for multiple systems. Would be a pain in the ass to reset the exercise after landing one burst of 7.62 lol

Bullets are cheaper than speedboat. I think the purpose of training is to calibrate your accuracy and get used to the weapon

You're not supposed to immediately destroy the speedboat because the training lasts several hours and there is only one speedboat. They hold off on trying to destroy it until the end of the training. This is meant to mearn accuracy when shooting at a distance using the speedboat as an area where to shoot
