What about BPA or other chemicals lining can? 😬
Should I keep adding boiling water to insure the can stays submerged the entire 90 minutes when making the dulce de leche?

You can. I didn't need to. I also didn't have it full blast the whole time. Whether you have it at a rolling boil or a gentle one, the temp will be 212 F depending on your elevation of course
