So, this is something I've kinda learned from a web comic (thanks Blood Ink): Chloe's role as Cleaner of holox is effectively that she hides the evidence of what the group is doing. She "cleans up" the proof of what they do, so to speak; be it by disposing of bodies and removing bloodstains, or maybe if her role stretches far enough it could even include falsifying documents and assuring that things look legal from an outside perspective. Where Iroha from last episode is the enforcer that deals with issues, Chloe deals with her aftermath so no one's the wiser about what happened.
