I think that’s kinda the idea with the infrastructure bill, though it does include a ton of highway spending. Perhaps more states will use it to fund High Speed Rail (HSR) and Transit Oriented Development (TOD). That said there already has been a third wave of investment starting with Portland’s Light Rail System (LTR) in 2007.

Dang, did BART look cool in the 60s! Holy molly, after this video I'd want to ride it too! In all fairness, we are way too harsh on it nowadays because it's just so easy to drive in the Bay Area. We simultaneously have a ton of hyperexpensive car infrastructure and a world class rapid transit system. Unlike in most other places, both these systems are actually functional and you could use either while barely using the other if you so chose. That's not really an option in many places. You can't really drive in NY and you can't really take transit in LA (on average). In the Bay Area (more so in SF-Oakland-Berkeley) you actually could either drive or take public transit. The drivers really feel threatened by BART and public transit in general so they will inevitably try to crap on it in every conversation. Unfortunately, BART and the rest of the transit agencies have really dropped the ball on safety and cleanliness in the last 5-10 years. But before that, rider satisfaction was extremely high. Way higher than for drivers! I really wish BART could go back to being as clean and safe as it was say 7 years ago!

Technically Cleveland and Los Angeles are part of different time periods. Cleveland Rapid is a replacement for the streetcars and Los Angeles metro was built to relieve a high capacity corridor. Just like the Sepulveda line hopefully will be and Honolulu HART is supposed to be. The Tren Urbano in San Juan is the odd one out that doesn't really have a category. I agree with PATCO being included since it was basically a brand new system after being extended.
