False. Any contact which impacts kinetic energy is considered a Use Of Force. At minimum, this only refers to "contact." Here is an incident which that contact resulted in death. This makes it lethal force or reasonable force resulting in death. The agency's UOF policy AND officer's reasoning will determine if this was criminal or reasonable. An investigation will be completed, consisting of debriefings by each officer involved, witnesses statements, radio transmissions, pre, during and post incident body cam footage, cctv. It will be forwarded to the State AG and possibly a Grand Jury to determine if crimes were committed. Unlike most officers in Officer Involved Shootings who are placed on Admin Leave, this officer was suspended pending review by the STATE AG. No shit.
