I understand all sides of this story. But the mother is wrong if she keeps the inheritance. That's a gift from her late father. The daughter is young and sounds like she has zero remorse and that's okay to be resentful to her for that. But it is not okay to take something that is hers. She didn't rape her sister, she didn't touch her sister, unfortunately she neglected her. Give the daughter her money and wash your hands oof it if you hate her so much. It's that simple. The sister didn't do any of these things. She just shows zero remorse. You can't make someone feel empathy. Before anyone jumps down my throat, I was assaulted as a child. I know the trauma that comes from it. I feel for that little girl.

OP should take the inheritance and partially pay for all the legal fees the older daughter incurred and all of the therapy costs of the younger sister.
