Congress doesn't have the power to enforce the law like that. They can recommend that the DoJ pursue action. In this case, the DoJ colluded with those being accused. They are literally recommending a group of people to prosecute themselves. It's not going to happen.

Can you imagine the fraud that would come from making hush money payments campaign expenses? Somebody could raise millions of dollars in political donations then have their friends collect hundreds of thousands of dollars at a time from their campaign by pretending to be hush money payments. Then they could have a good portion of that money come back to the candidate personally through some other means.
