ETHIOPIA | Has a New Civil War Started?

Are we on the brink of a new civil war in Ethiopia? On 4 November, the Ethiopian Government announced that it had ordered troops to take action against the administration of the country’s northern most province, Tigray. While little information is available, the outbreak of fighting has already prompted calls for restraint from around the world, including from the UN Secretary-General. But what exactly is the conflict all about, and just how dangerous is it?

Ethiopia is no stranger to conflicts, insurgencies and rebellions. However, few are as serious as the current escalation of tensions. The Tigray conflict poses real risk of escalating into a full scale civil war. The Tigray People’s Liberation Front (TPLF), which controls the Tigrayan administration, was a leading part of the revolution that overthrew the country’s military dictatorship in 1991 following the 17-year Ethiopian Civil War. Moreover, it was, until 2018, a dominant force in the country’s central administration and armed forces. However, over the past two years relations between the TPLF and the central government, led by Prime Minister Abiy Ahmed Ali, have sharply deteriorated, not least of all over a dispute over postponed elections.

    Sir. Please correct your Title; it's not a civil war. It's the action to make sure the rule of law is respected, since the TPLF attacked the national defence force which located at the front of the border between Ethiopia and Eritrea. Thanks.

    @@zewisdom4822 It's technically a civil war when the military is called in to quell a civil unrest. Semantics aside, when a government uses military personnel to gain control over a region in its sphere of influence (i.e Nagorno-Karabakh) it's a civil war.

    @@nativetorontonian I understand where you come from. But there is no any action taken that causes unrest among civilians. The Gov't is trying to do things very carefully. It would have been over in a single day if the gov't was harsh on the tigray region war. Even the armed forces have been given a long time to surrender. The defence force starts attack if and only if the insist not to surrender. The war aims to bring to the law few juntas

    Good content.The Federal government thought conduction election was bad for spreading Corona, but decided to go with war letting people flee their homes. Where is the logic? War is more unsafe than the People choosing their reps. Where is the leadership? Now, innocent lives are lost and Tigrian’s are worried as there is no communication because of black out. I hope humanitarian will get access to save innocent lives.

    Amhara is the only would-be-remained Ethiopia in the future as it was centuries ago. Other nations and nationalities will be freed as independent countries in the horn of Africa because once again Amhara in the power is a suicidal scenario in today's Ethiopia

    Thanks. It will be interesting to see how this develops now. I think that there is a very real danger that if the government doesn’t handle it right it could lead to greater pressure from other regions to break away. This could easily see the centre try to grab more power to keep them in the federation, which would lead to more resentment. It could easily become a vicious circle, which either leads to country to break apart or else get rid of regional autonomy and potentially become more authoritarian/dictatorial. This conflict might be the start if something far bigger. I am actually hoping to do something on this.

    Thank you. I think this is exactly the worry that a lot of observers have. I have spent much of my career working on the Balkans. The parallels are clear. But if we think that the wars of the 1990s were bitter and brutal, the prospects of a conflict in Ethiopia, with over 110 million people, are terrifying.

    Great video, and quite concerning development. Do you know what role religion plays in this conflict? The Tigrayans are mostly coptic-christians, as are many other ethnic groups in the western parts of the country, including a significant portion of the Oromo. So I wonder, is this a force of social cohesion or rather less relevant if the conflict is mostly driven by ethnic strife?

    It is fully based on ethnic based and against the constitution of being able to self govern and rule to be elect their own representative government and able to use their language for work and school, also there was an election that was supposed to take place yet the noble peace prize winner prime minster didn't want to have election which was supposed to have every 5 years and there are/were 9 regions/states which the people of each region was supposed to elect their representative and government for thier region elected by their region but once Abiy came instead of have the election he used COID-19 as an excuse to not have election and decided to have all government consalidated to his party but the poeple of Tigrai refused to consalidate and decided to have an election based on the Ethiopian constitution Abiy Ahmed Ali's term ended in October he is not ligitimate and because Tigarai had an election and he is not elected with by the people he refused to accept the government elected by the People of Tigrai and he has cut federal government funding, he has held a drone which the Tigrean diasporas Thaddeus live in Isreal purchased to help the state fight against the wild locost now it has been 7 months since he has held it, the federal road has been closed to land lock it from the Amhara region now for almost 3 years, they have been looting good being transport to Tigrai, they are jailing Tigrain because of their enthics, as I am writing this he is air bombing the state of Tigrai, he has been waging war with the state if Tigrai for 4 days now, they have no electricity, no internets, no phone the is the beast unto whom they have given the noble peace prize too, he is killing the Oromo people, this man has ignited an ethnic war. I guess we are facing the tragedy of U.S.S.R sad

    Correction! There os Somalia as a country, Somaliland is a region within Somalia. Somaliland region has different trabes and only one trabe wants to breakaway and no country recognize it, so please don't call as if Somaliland a country its own otherwise that will violate the sovereign of Somalia

    Thank you so much. I actually had a very different video lined up for this week, but I saw the news first thing on Wednesday morning and felt I really needed to tackle it. Although the international media were focused on the United States, I could see why a lot of the regional experts were really worried about this. Fortunately, I had a little bit of background because of my video on Eritrea. In any case, I really didn’t expect it to get as many views as it has. But hopefully it provides a straightforward explanation to the situation for people. And it is obviously nice to see the see the channel grow. I like to think I have something of interest and value to contribute to discussions on international relations. Thanks for the support!

    Amazing presentation once again. I was never aware of the clause supporting the right of secession in the 1994 Ethiopian Constitution. It is mind boggling to me to think that secession due to regional/sectional and political differences ignited the bloodiest war in my country's history (US). Are there any particular reasons behind the inclusion of this clause in the Ethiopian constitution, that is, the avoidance of civil war, or might it have been simply a vehicle with which to placate particular group(s) in order to hasten or facilitate ratification of the constitution, in hopes that such an eventuality would never materialize?)

    Thanks, David. Yes, Article 39 is fascinating, isn’t it!? I think it was put in as a reflection of the different ethnic groups that fought to bring down the military regime in 1991. They recognised Eritrea’s right to independence immediately and I think this was a natural continuation of that. Of course, word and deed are two different things. But it is fascinating nevertheless to see this spelled out so explicitly in a constitution.

    From the outset, present Ethiopia is the result of the the so called Scramble for Africa at the end of the 19th century. King Minilik of the then small Abyssinian Christian kingdom got material and logistic support from the then Europian colonial powers and conquered and subjugated neighboring free peoples like the Oromo, Afar, Sidama, Somali and the many nationalities in the southern part of present Ethiopia. Ethiopia was a colonial empire and this subjugater-subjugated relationship between the mainly christian Abyssinian north and the colonized south (including the majority Oromo nation, comprising 40% of the population) remains one way or the other till this day. The core issue is to realize the right of these colonized nations and nationalities to rule themselves at least in own federal states. Ultra-nationalist Amhara & Ethiopianist elites from the colonizer group are vehemently against this arrangement. The result, as we can see, is going to be a civil war, and the ultimate disintegration of the Ethiopian colonial empire.

    As for Article 39, there are obvious reasons for this limitation of self-determination as a right, as stated by the UN, ‘if every ethnic, religious or linguistic group claimed statehood, there would be no limit to fragmentation, and peace, security and well-being for all would become even more difficult to achieve’

    People (and they seem to be Ethiopian) seem to be very reluctant to call it a civil war and would rather call it a law enforcement offensive. Either way, hopefully the fighting ends as soon as possible and that law and order can be restored in Tigray. This was a very interesting video though Professer James. It must of took you ages to research this. I hope no other countries are interfering in this either? I heard Eritrea is getting involved, hopefully they don't so that as little people die from the fighting as possible and as not to complicate matters even further. Keep up the good work. 👍🙂

    Mr James, Please wake up. To me you are talking nonsense by relating things that has been happened over the past 3 decades.That is not the situation what is happening right now. The situation is that TPLF was given more that enough time to align himself to the Federal government orders but they repeatedly refused to accept any orders which makes the country unstable in the way of leadership.     @@ke.or.3944 Well, TPLF should and must follow Fed government rules and laws even if it has its own rules that govern the Tigray region. TPLF rules shouldn't interfere and violate the Fed law and regulation, which govern all regions of Ethiopia including Tigray. For the past 2-3 years TPLF was doing action that interfere and undermine the Fed government rules and capabilities. Such actions make the entire country unstable and bursting too many clashes in different regions including Tigray. So the actions that are being taking care of right now from Ethiopian Fed Gov is making the region stable, remove TPLF leaders from the Tigray region,Making Ethiopia Peaceful Again. Keep in mind Ethiopia Gov never ever want this "war" but but as a country she has to take care of domestic thugs and gangsters like TPLF once for all.

    @Markos Hailu Thanks for your response, may be there are some things that I don't know correct me if I am wrong. What is the benefits of democracy? For me it's the difference of opinions so you can make choices. I don't think it's helpful to impose what the Federal Government wants in each states, in Ethiopia there are about 88 different nationalities with unique culture, language and way of life. I was lucky to see most of the places in Ethiopia except the Afar region, I always wonder how much difficult to govern all those nationalities under one constitution. When it comes TPLF and PP I don't think Abiye is doing the right thing. I was expecting Abiye be a savior or a peace maker for Ethiopia, but instead he was busy building his populistic agenda in Ethiopia. Again correct me if I am wrong, I don't think Abiye has a mandate to send the troops to Somalia and change the leadership in Afar, Benshangul, Oromia, Amhara, etc. Also see the murder of high profile individuals in Ethiopia Engineer Semegnew, General Seare, Artist Hachalu, the arrest of Jawar, Lidetu, Bekele, Bekalu, Yayesew etc... Finally he play with fire waginig war on Tigray regional state. That is the beginning of his end.

    The roots of the conflict are actually in Emperor Menelik II's expansion of the empires borders to their current extent. Ethiopia was not a nation-state till the 1970's - it was an empire of conquered people's (Oromo, Tigray, Somali the region of Eritrea etc) with an Amhara royal family. Needless to say the conquered people's chafed under Amhara domination and those tensions have never simmered down since. To view Ethiopia through a post-modern, Euro-defined lense is the fatal flaw of many geopolitical analysts.

    The Federal government declared war against the people of Tigray just because they conducted a constitutional election on September 9. Today, the federal government conducted an Airstrike over the civilians in the capital city of Tigray. This war will definitely grow up into a civil war in the entire country. The Eritrean government is attempting to help the federal government and have a war against the TIgrayan people on the Northside of Tigray. In addition, the federal government of Ethiopia begun arresting civilians Tigrayans who live outside of the region. I can tell the federal government of Ethiopia is conducting #Genocide on the people of Tigray by working with Foreign in countries. The international communities need to take immediate action and put pressure on the Dictator federal government to stop the war. This war will escalate into the Horn of Africa

    Just to correct you, the TPLF did not attack the Northern Defence force. First, the federal government sent Commando to take the national weapons where it was placed in the capital city of the Tigray to open war against the people of Tigray. The Northern Defence force said no to the commando who sent by the federal government. The Northern Defence force stands with the people of Tigray to protect the people. Now the federal government is using Airstrikes over the civilians in the capital city of Tigray.

    Great analysis but you failed to mention the dozens of opposition party leaders currently in jail in Ethiopia. Later accounts are pointing to a failed commando operation by the Government to neutralize and cease control of the regional government as the cause to the start of the conflict and subsequent neutralization of the Northern Command by the Tigray forces.

    Thank you so much fir the comment. Point well taken. As you can understand, in any short video there is only so much I can cover. I tried to make the point about the Prime Minister’s increasingly autocratic tendencies and why this stoked tensions with Tigray. But thanks for raising this.

    Informative. The fear driven appeasement policy of Abiy's government towards this criminal group called TPLF is costing Ethiopia this much. But as you clearly pointed it out, probably more than half of the country's weapon were stored in Tigray region for different reasons which gave TPLF the sense of mightiness in the area. Well we'll see what will happen. But I am hopeful that peace will prevail soon.

    Well done, thank you! No civic war, but restore, enforce rule of law and bring criminals alleged human rights violations and offense against the national defense and sevice numbers. Such action expands nowhere and ends once criminals are surrendered.

    Thanks. You are right. But he was officially Prime Minister from 1995. In short videos like this, some things just have to be simplified for the sake of maintaining a time limit and keeping things easy to understand for viewers.
