Driving While Black in New Jersey

A new report from Seton Hall Law School Center for Policy & Research has found that in the majority-white municipality of Bloomfield, New Jersey, nearly 80 percent of traffic tickets are issued to African American and Latino drivers.
The report also found that most tickets were issued to non-resident minority drivers passing through town, suggesting a "de facto border patrol" policing policy is in effect.
The Bloomfield Police Department - which has begun collecting data on the race of drivers in traffic stops as of January 2016 - rejects the report's findings.

    The cops are more interested in writing tickets than catching burglars, drug dealers, people with outstanding warrants, etc. The ticket revenue is paying City Hall’s bills!

    I used to work with a guy who was a retired cop and he straight up admitted that the police will pull people over at random and then find a reason to justify it after so they can get more tickets out. It’s all about money.

    Yea they call it a “No Hitter” or something. Basically means a night where nothing is going on so they just pull over a car they think will get them an arrest.

    As a minority myself, I totally understand how he felt and had gone through @4:30, because I too, has had experiences similar to this guy driving in a rural white neighborhood for being a minority. Here's my story: one time, I was driving home from work and noticed an old caucasian couple walking on the side walk so I thought it'd be nice to wave at them(driving past them on the street). Didn't think nothing of it, got home and about 15 minutes later, cops showed up asking for my ID's and where I've been doing...because according to a "very valid" report, he'd received a phone call that someone of my description and my license plate number was trying to run people over on the side walk. Just then I realized, it's that old white folk couple that I've waved to on the sidewalk earlier. Yep, white privilege at its finest...and weaponizing that privilege to its full potential.

    Note that he mentioned the number of traffic stops by race are roughly equal and yet the study found that 80% of the tickets in traffic court were for Black or Latinx individuals. Meaning not only are they more likely to be pulled over they are also more likely to be ticketed.

    @@seuthsayer I could be wrong but I think the point is if they are deploying their resources to higher crime areas they should then focus on more serious or criminal activities, not so much on petty or small traffic violations. However the problem is that many of these stops are usually pretextual stops, looking an excuse to escalate or find something else like drugs etc with little or no actual evidence of a crime or traffic/ordinance violation in the first place.

    This is happening very close to where I grew up. Nothing has changed in 50 years. When I was 16, I was making a long walk home with a few friends after playing basketball in a park, in a neighboring town. We were stopped and questioned by police. "Where do you live?" "Why are you in this neighborhood?"

    Circular reasoning...this kind of thought process began with the "Scientist" using the carbon dating to date fossils, but using the stata layers to date anything found. So, there answer to how do you know how old this fossil is? Either carbon or strata layer when neither have been proven.     Me and my friend, (17 and 16 at the time) almost 2 years ago we got harassed by the rochelle park police department. We were waiting at the bus stop and he accused me of running through someones backyard even though we were literally walking in the middle of a dead end street to the bus stop. We ended up missing 3 buses and had to take another bus route in which we had to pay more money and take even longer to get home.

    Bloomfield police is the worst, since 1989 I lived there, while attending Montclair State University. I had to move out of Bloomfield after graduation because I was sick and tired of being profiled over and over.

    I’m a black female who lived in Bloomfield for two years it was deciding factor to move out of NJ. I’m so glad I did because the tickets alone can drive someone into poverty

    That’s how it is in Verona too. I lived on Bloomfield Avenue, right by Verona park. Any time I drove past or looked out my window I would say to myself “I bet the people in the car are black.” And lo and behold, every freaking time. It’s a shame. Verona police department racially profiled people of color in that town so much it was maddening. That was about 15-20 years ago. I hope it’s changed a little bit since I left, although I’m afraid it hasn’t.

    I'm coming from Jersey 2 years I was there studying for college I lived in trenton. Pretty much the toughest place around jersey. I loved the people there, genuinely feel like I learned alot from the teachers and people there. While all that stands there were days when I faced OUTRAGEOUS police. Once otw home from a friends I was pulled over by a squad car 3 others pulled up and they destroyed the inside of my car. Not only that they broke by gold watch I had at the time smh jersey cool but just like NY THE COPS CROOKED

    Headlights are to be observed 30 minutes to sun rise (dawn) and 30 minutes into sunset (dusk). The only time this rule is altered is if you reside in a township that observes a posted rule "headlights on from x to x hours". It's bogus what they did but that's probably how they hit you up

    Its interesting that the educated law school students are predominately white. Officers are white, judge is white, community is white, yet victims are black! Please do a followup on this story! This happened to us in New Jersey too and we were just on vacation!

    Love the work and the study that was conducted. I fled the state of NY 20yrs ago due to the same practices. Today it's called filling the quata. Cops must write X amount of fines PER SHIFT or face discipline, even termination. That's a fact that comish Raymond Kelly tried to dodge after an officer blew the whistle on the operation. It was well documented by officers that wanted to stay anonymous for fear of losing their jobs.

    I guess my question would be. With all the cops in that 1 area is the crime going down or are they too busy writing tickets. That's the scenario in my neighborhood over policing with no results but the traffic court is full all week.

They wanted to have contact with you so they find any small reason to make that contact with you(traffic violations) that give them Probable Cause to interact with you…Then the “I Smell Weed” gets them in your car even when you’ve never smoked a day in your life!!!!     I had a cop follow me for 4 miles, no lights on or anything along with 3 undercover officers. They decided to turn on their lights after I stepped out of my car just to find out that I had a license but tried to stick the charge of “evading “ police.

    +TheTacoMan exactly , when I was 18 I moved out of my house and had to live in a really bad neighborhood. there was a lot more crime there and more police Patrols. hell the first 6 months I live there I got pulled over 5 times a week on average just going to and from home. it took a while until all the police realized that even though I was white I live there. you would see people blowing through stop signs not getting pulled over and getting to me instead because they think I'm buying drugs back there.

    I know this has nothing to do with driving but it has to do with dealing with the police while being black or Hispanic. I remember right around the time when I turned 15 and my other friends were like 14 and 15. Me and two of my friends decided to go to store around the corner from our houses to go buy potato chips and $.25 juices, as soon as we got about two houses away from the store these two cops jump out of their car and come at us, they approach us and tell us to put our hands up and get against the wall, they start searching us and emptying our pockets, one of the cops pushes me against the fence so naturally I grab onto it so I don’t hit it my face against it, then he tells me get my hands off the fence because it’s not mine, so I push myself off of the fence and he pushes me back on it and says “what did I say I said don’t touch the fence it’s not yours”, mind you he didn’t know that the house we were in front of belonged to a friend of mine and his Mom knows my Mom since before I was born. Believe me where I’m from the cops made us hate them. There was this other cop that liked to put one hand on your heart and the other behind it on your back.As soon as I turn 15 years old I started getting harassed all the time by police

    Thank God that Seton Hall Univ. allowed neighborhood kids "unofficially" use their basketball court (when it was available), without being hassled by city police. We viewed the campus as a "safe zone", from the local police.

    Iet’s see if I can understand this: 1) The police patrol higher crime areas more, but despite the higher police presence these areas remain “high crime” 2) The low crime areas remain low crime despite the lower police presence. 3) The areas of high police presence have more people breaking traffic laws, along with all other criminal activity. 4) In the experiment the researchers correctly predicted they would be pulled over without cause because they appeared to be poor and black. 5) the police chief states there is no racial profiling despite the results of the driving while black experiment and his own statistics verifying blacks and Hispanics are ticketed at a higher per capita rate and admitting enforcement is selectively higher in the minority occupied portion of the township. Nope, I cannot understand any of this. It defies logic.

    I live in NJ , and I’m glad they brought this to the light. I myself have been pulled over numerous of times driving through Bloomfield Ave and , towns around it . These are rich white areas , so as soon a the see a person of color they bite. That’s why I try to avoid driving through towns like these and take back roads.     In my country we have 3 different policie department which one most not touch other departments tasks: - traffic police which basically places road block and inspect vehicles if they have everything in order, they will only follow you if you are running from them or is spotted violating traffic rules; - patrol police which is focused on patrolling the city for any crime that is occurring or being reported to them, they do not stop vehicle unless it has been identified for any criminal activity; - municipal police which looks at small crines such as violation of public safety measures, unauthorized sell of goods in public places, destruction of public infrastructure, invasion of private properties, unauthorized construction and others. So each police whears its own uniform and they deal with crime or violation related to their areas unless by force majeure they will assist on other areas.

    This is Hilarious! Watching the director make a fool of himself was worth the price of admission. It was almost as funny as an incident I went through in the same area. Many years back I was driving through the area and a cop stopped me for an allegedly having a headlight out. My response was no, may I get out and see for myself? His response was: no. Afterwards, he asked for my credentials. I showed it, then he began asking questions, which gave me the impression he was trying to bait me into other tickets. All I kept repeating to him was; Explain what that has to do with a headlight that you say is allegedly out??? Can you at least tell me which headlight is it that you're claiming is out left or right??? His reply I can see it from here. I laughed. ( Because, in my rearview mirror I was able to see that... His left (Driver's side) headlight was completely out aka not working!!!) Anyway, after the cop gave me the ticket, while ignoring my questions for him. I got out of my car with my cell phone took a picture of the front of his vehicle before he left; the took a picture of the front of my vehicle: both headlights was working properly. I looked up the precinct and tried to make a complaint but was stonewalled by the officer on duty; I quote: Since you don't want to give me the information to make out your complaint. You can come back tomorrow morning to file your complaint. When, I asked for a form. He explained that's not how it works. I just left after that. But, I was able to submit my: NOT GUILTY PLEA; as well as my various questions: (Like, how to make a complaint against an officer from a dept/precinct/county? How and/or to what dept do I report racial profiling? How do I report an officer making false tickets? Etc.) And, my evidence including the multiple pictures from my cellphone through the internet. The only response I got from NJDMV is a form stating I was found: NOT GUILTY, NOTHING MORE. EVEN WHEN Icalled NJDMV; at that time I got NO HELP. WHOLE POINT IS: CHALLENGE THEM WHEN YOU CAN, REPORT THOSE BAD OFFICERS WHEN YOU CAN, AND MAYBE IF WITHIN THE U.S. ENOUGH OF US DO THIS. WE'LL START SEEING MORE POSITIVE THEN NEGATIVE FROM LAW ENFORCEMENT... LMAO!!! YEAH, I KNOW, JOKE OF THE DAY! OR NOT?!? YOU DECIDE!!!

    I grew up right outside of Bloomfield, and had many friends there. I still drive through there frequently. It's a known fact that their police force is one of the most corrupt forces in the country. Just look it up. Theres been so many cases of corruption in the township its ridiculous. As a white male driving a crappy car when I was around 20 years old about 12 years ago I was pulled over at night constantly. Yes it does border some badly crime ridden towns, but the cops in Bloomfield aren't doing any justice by practicing what they are doing. I cant even imagine being a minority driving through that dreadful garbage town. Especially at night.

    Bloomfield just has way to many cops, it's fucking crazy, I lived in the Brookdale section of Bloomfield, there's almost no cops around that area but in Bloomfield Ave that area is absurd. Way to many police Officers in these NJ small Towns.

    I was visiting a friend in New Jersey from California. I was pulled over twice in the span of one block...once at the beginning of the block questioned and let go..then again by another car at the end of the block!!!...Was asked if I was drinking....I laughed it off at the time as bizarre. But this confirms my experience.

    The worst part was the denial of racial profiling by the police director. His response was in reference to overall crime, when the question was in regards to the disproportionate traffic violation between whites and people of color. Personally, I would have taken the question beyond him and addressed it to the commissioners of the city. They're the ones that really set the standard for what police practices are acceptable and what is not. If someone is stopped for a wrong turn, give them a ticket and send them on their way. Don't detain them for an hour interrogating them and searching for other non relevant thing to add on. Handing out traffic tickets all day is not fighting crime. Besides, unlike the police director, commissioners can be recalled when they no longer represent the best interest of the people.

    Maybe this is a mute conversation for you but the Peace Office should do just that, create a atmosphere of Peace and not subject minorities to excessive abuse. Maybe you do not realize that it is contagious. So that when a Policeman or woman act with compassion than the recipient in turn acts the same. Violence or corruption creates more violence or corruption and than who needs a cop for that. If you look at the percentages you showed in your text than you should show compassion for a group of people being unfairly targeted. I suggest you watch the video 10 times if you do not realize the problem I would say you are part of the problem. I would rather look at Police as Heroes as I do Fireman. But the force is tainted and have gone to far down the HELL HOLE and defend the indefensible. I would suggest you get on the side of what is RIGHT and not Black or White.

    Welcome to America! This has been going on for years and years and years... Not a shocker at all. I was 12 years old when I had my 1st experience with a cop. Riding my bike through a rich white neighborhood going to my friends home with my Super Nintendo in a duffel bag. A black trailblazer with dark tints, keep in mind I couldn't see who was in it. I went down another block, I see the same car at the stop sign again. Now I'm getting worried.. I make a right turn and then I hear tire screeching. The car takes off after me, I ditched my bike and bag run back towards the stop sign, run back again where I ditched my bike trying to shake whoever this is. Finally I find a hiding spot in the bushes. I'm thinking man someone is trying to kidnap or kill me.. Somehow this person managed to sniff me out really quickly, I was relieved when I saw it was an officer. Little did I know this cop had other things in mind for me. I was grabbed by my collar thrown into his truck gun to my head asking why did I run away from him knowing that he was a cop. Wow! Keep in mind I couldn't see who was in this vehicle. Entire neighborhood is outside at this point! He told everyone to back off this is justice! To show you a slave mindset my mother was furious at me as if I was in the wrong.. Lol... This was in New Orleans in 1994! Think about all of the footage we have access to that shows cops beating us, killing us, disrespecting us, their dogs biting us, spraying water us, arresting us, harassing us. I can go on and on and on... Being Black In America!

    Man I tell you if they ever pull me over in Bloomfield, New Jersey and I am passing through? Their judicial system will hate my guts because I know the laws of our country; including, other state, county, city, and municipality laws whenever I travel. It's like my dad (RIP) said..."as a minority it's our jobs to know all the laws when traveling." Hell! Even my neighbor a retired DEA Agent (i.e., a black man) gave me the same advice. That being said, why aren't the non-residents and/or residents or both filing a class action against the precinct? More or less, why are they not seeking to recuse the judge? Like after reading the judicial laws mandated by Bloomfield's Director of Public Safety (i.e., Samuel A. DeMaio)? I would have a field day with this precinct - and the negative PR that follows. As I quote, "576 are Hispanic, 573 are White, and 547 are African-American. So it is pretty even across the board and if it ever spikes then we'll investigate why." Interesting, as it reminds me of vulnerability management in cybersecurity - dealing with filters. Sure he said "he pulled the data based on race," however, what other filters were leveraged to pull the report, better yet, are his staff SME's (subject matter expertise) who are properly trained to pull metrics? Because I'm going to bet my left nut; Mr. DeMaio did *NOT* pull the data himself as Director of Public Safety. Like I'm sorry, but when you're C-Suite or sit in on C-Suite Meetings? You don't pull metrics. That's the job of the engineers and foot soldiers. So once again, people should start probing deeper.

    You are no longer innocent until proven guilty, you are guilty until you can prove without a reasonable doubt that you are innocent. Our judicial system is corrupted and broken. I've been in a lot of different court rooms from traffic and up. If you get charged with a crime and you don't have the money to bail out, you have to sit in jail until court. But if you have the money you can get out. That is in no way shape or form fare. Most people will take a plea deal because they don't have the money for a lawyer to help them fight it. I think we need a complete overhaul of our judicial system. And stop this policing for profit.

    This director is not dumb he knows what the problem is as the reporter catches him in a discrepancy about what he says about traffic stops being virtually equal. It's a shame when you can sit up there in a straight face and say the most deplorable things and expect for people to believe it.
