At 2:30pm Officer Rechia knocks on my car to check on me. I opened my door to give her a good look at what was happening inside my car. She wasn't able to simply look inside my car because I had all the windows covered with screen. She asks for my ID because it is a way for them to document who they talk to. I ask them if they identified the caller, and they said no, it was an anonymous caller.
I recorded this on encounter Gopro Hero 9, Samsung S9 and GoPro MAX. This version is Samsung.

    *It is never anonymous. They have a voice, phone # and GPS coordinates for every call you make. This is for any call you make, not just to the cops. That’s not real anonymous.*

    One can't help but appreciate the fact that Travis, like a professional-grade psychologist, completely diffuses and demolishes all police tactics by dragging cops through the mental wilderness of small talk and so thoroughly wears them down that, at the end of it, they have no desire to get his ID.     Good point about Identifying callers as well Travis. That would be useful in case it was later discovered that false statements to police had been made. And if callers prefer to remain anonymous, why should you not also remain anonymous to keep things on a level playing field?

And Florida v JL says that an anonymous tip/call giving no particular instant of a crime does not satisfy the reasonable suspicion necessary to justify detainment

    When a cop says, “I’m just checking on you” that often means they’re preparing to harass you and invade your privacy, including demanding ID from people breaking no laws when they have absolutely no legal basis for doing so. It’s clear that many police officers view the 1st, 2nd, 4th and 5th Amendments as impediments to them “doing their job”. This begs the question - what exactly do they think their job is? They seem to think terms like “Officer safety” or “we got a call” or “public safety” or “national security” empower them to disregard the Constitutional rights of citizens. These cops behaved reasonably but many do not. Recording them probably helped.😀

    I live in my car, 6 years. Clive has always be polite and never asked me for ID. They genuinely just want to make sure I am hydrated and not suffering any medical emergencies. They protect us regular homeless from the homeless they don’t know, they understand that being disabled and unable to use your legs for more than fifty steps is not going to give you opportunities to get off disability. Housing is ridiculous as I would need twice what I get just to live in a cockroach infested apartment within hearing distance of screaming babies and kids, dogs, and fighting young people. No thank you. Car life is better than that. But these cops are the tops in my book. They check you out, but if you are cool and explain you are just not able to live the way you used to, they are cool and protect you at night. I even thanked the chief for training his officers to understand people.

    Windsor Heights is landlocked so they must derived their income from increased property taxes, traffic tickets, and increase funding from Federal for more arrests, not convictions, arrests. They will write you up for 1 mph over.

    I'm glad you changed your tactics and declining to ID with the 4th amendment rather than asking to exchange ID information. That was more entertaining but some cops felt threatened and escalated the encounter. Have fun in Des Moines.

    Note the clinched fist and twirling thumb and trigger finger trying to dissipate angry, nervous energy like an old west gunslinger. A bit more energy might end up dissipating through the barrel of a gun. In this case Travis, 'Talk Therapy' didn't seem to help lower her nervous energy level, but to extend from her right hand to her left as well.
