Just a quick video showing how I fixed a 2007 Honda Accord with the K24 2.4L 4 cylinder engine with a check engine light and a P2646 DTC. It was bucking and surging basically running in 'limp' mode and wouldn't rev past 3000 rpm's.
This could be caused by low oil pressure due to a low oil level, dirty oil filter, or plugged VTEC O-ring Screen. This could have also been caused by a malfunctioning or stuck oil pressure sensor, which is a part of the spool valve assembly. Many people have also reported a problem with the wiring harness and/or connector on the spool valve that gets worse when it's raining outside. After watching many other videos and reading many of the Honda Accord and Element (same engine) forums, we decided to replace the entire spool valve assembly since the original spool valve hadn't been changed and the vehicle had over 100k miles.
The oil was indeed very low and very dirty and the O-ring / screen on the VTEC valve was pretty dirty as well although it wasn't completely plugged.
Since the owner was in a bit of a hurry to get this back and he didn't want me to spend the additional diagnostic time on it, we didn't troubleshoot it any further and rolled the dice a little bit based on what we found. Thankfully, the new spool valve assembly and fresh oil and filter change with the Honda brand filter fixed the problem.
When you take off the VTEC Spool valve assembly, it will leak quite a bit of engine oil, so make sure to have some cardboard down, or a drain pan to catch the oil.

It's very important to change your oil frequently and do not let it get low in these vehicles to keep a healthy properly operating VTEC system. These K-Series Engines will sometimes buck and jerk and run poorly or in 'limp mode' until you get the VTEC System fixed and filled back up with oil. There's another small filter/screen/gasket on the passenger side of the engine which is for the VTC Valve or Oil Control Valve (a.k.a. VVT Valve). You may have to take off the power steering pump and tensioner to get to it, but it's not a bad idea to check/change that at the same time you do this one. Also, the VTC Valve /Oil Control Valve is on the passenger side of the engine and it might need to be checked and cleaned out as well and the O-ring replaced. The VTC is a separate system from the VTEC, but cleaning the VTC screens may help overall with the engine oil pressure and flow to the other internal components such as the VTEC system. If you have a diagnostic code P1009 on a Honda Accord, it means there’s a problem with the variable valve timing control advanced malfunction. In that case, you would need to take a look at the VTC / Oil Control Valve and the associated screens / filters to see why it's not working properly.
Tools needed:
10mm deep socket and stubby ratchet
Brake Cleaner
Small hook or pick to remove the old gasket
Small screwdriver or needle nose pliers (Or the Hose Grip Pliers that I used) to remove the electrical connections on the top of the solenoid.
Small Torque wrench that can read in Inch Pounds.
Torque specs for the 3 10mm bolts are 104 inch pounds or around 8-9 ft. lbs.

    Hey dan have a question i have this exact same year and modle accord same color but thats besides the point im havin an issue with the vtec and have a p2647 code and wont rev past 3k rpm and im pretty sure its the vtec solenoid on the bavk of the engine it has 3 10 mils on the back but i wanna know any other possible causes?
