The individual routing is a huge buff to fear in this case. Because in dom 5 routing was based on squad average morale, a couple units going berserk with 99 morale made them kinda immune. Here they just rout individually.

It's really hard for all the people that test this debate to not halve or worse the opposing force every time when coming to this conclusion. Stacked fear on a mount and rider, geez, i wonder what will happen when they can't be killed in a half dozen or so combat rounds. No, of course berserk won't flat out counter fear, but instant berserk and continuous checks until berserk from spells will. I know this is really hard for people in Dominions Nexus to grasp, but they'll learn how to play eventually.

So due to the fact that the fear morale reduction takes place before the units get into melee and reduce the likelihood of units berserking at all, strictly speaking, fear counters berserk :p

BB on berserkers can help with it... But its required a specific sacreds or a 2 pretty expensive blesses, which not really userful outside of countering fear. While fear work universally against 90% of in game targets. Well, we all know the solution to this issue - nerf Life after Death more!

You have to pass a morale test vs 12 in order to go berserk and the overlapping fear auras start reducing your morale by a max of -10 very quickly so you can dew the math.

Touch of maldness applies the "gone berserk" tag, which should be deterministic. However "work better" is kind of subjective since its an aoe 1 pointbuff that you need to paint onto people with mages.

Winning an early war is more fun than winning expansion. If you have siege power, take forts from somebody weak. Dormant or imprisoned incarnate bless is so hot right now. Foreign rec troops that can actually fight + undying enchanted blood sacreds for expansion is a really strong combo. Getting conj first for summons is the zergling spam trifecta.
