That is bass tech Elwood Francis who was bass tech for decades! He also came out to light Billy's cigar at the end of the night.

Jerry Garcia predicted this whole concert in his 90s video A Touch of Grey. A band of skeletons were performing as The Dead - remember?. They were slightly more animated than the cadavers we see here in this video. ZZ were avatars at one time - for decades - no doubt about it. But even before Dusty left they were turning into caricatures of themselves - full blown now. It's disrespectful to their own legacy.
