That belt has definitely degraded, so that one definitely needs a good clean and proper replacement. It would also be a good idea to replace all other belts as well, because even if they haven't broken down they're probably stretched out, which due to the lack of friction and slipping can cause excess wow and flutter. Other than that, it does look like a really nice deck. Really love that green light on recording level display.
