Will it fit a galaxy 24 ultra with a otter box on it
Will the 12v connector still be usable like normal as well? I'd like to still be able to charge my kids' devices, too.

Will it still change my phone if it has an Otterbox case on it?

It will charge through most cases - but the performance depends on the thickness of the case.
Will it drain car battery if I forgot to turn the charger to off?

No - it draws very little power when not in use and would take months to drain.
Will I still need to use a cord to play music from my phone to the radio?

Yes, unless you connect via bluetooth. The charger simply charges the phone.
Why do you need to disconnect the battery for this install?

It is always a good idea to disconnect the battery during install when doing electrical modifications. Some components get unplugged which can cause error lights.
