Majority of Indians know at least 2-3 languages. The city where he's from is one of the most cosmopolitan city in India. But 7 languages is definitely a big achievement.

I can speak 4 (nepali, english, hindi, mother tongue) and it's like the normal standard until high school and I live in Nepal. I'm learning my 5th one (jap) which is also the norm for students after high school. But 7 languages is quite an achievement here as well. I've only seen a handful of those around here. One of them was a my teacher's kid who could actually sing in those languages.
