Possibly. But the driver is also one of those ignorant & incompetent road users that does not understand how mini roundabouts work either, as he quite clearly uses it as an OVERbout!
It never ceases to amaze me how after a very minor bump, drivers just stop in the middle of the road and start looking around the vehicle. Move to a safe place and swap details.
I know we should be used to it by now, but the entitlement and ignorance of some of these cammers is just staggering.

#1 Chris B, following a van that close is ridiculously stupid and you got lucky they split apart. It takes two seconds to say "Only a fool breaks the two second rule" and that's how far you should be behind the vehicle in front at whatever speed. More if it's raining etc. Especially when the vehicle in front is a van and you can't see what hazards are in front of it!

Agreed. Arrangements like this don't last long though. Near me there was a new section of road where there were supposed to be 'courtesy crossings' for pedestrians. They had to be turned into zebras because cars just didn't stop. Then they added white centre lines because drivers couldn't be trusted to stay on the left. Then they added give way lines as no-one was giving way to anyone else. Then they had to add railings because people couldn't be trusted not to park on the footways.

You're not pushing a car up a hill like that on your own, and with no room given behind a rollback to a safe area, it wasn't at that time a viable option . Highway code states that when approached, a blind hump or bend caution should be used and speed reduced accordingly. Cammer, a speed reduction was in order and approached with caution.

The van drivers impatience is primarily the root cause of this conflict but the bus driver cannot be completely absolved of any blame. The highway code does stipulate "mirror; signal; manoeuvre". If the bus driver had looked in his mirror first, indicated his intentions once he new his right of way was clear, and pulled out when it was safe to do so, would have also avoided this incident. Van was impatient, but bus was moving before indicators were used, so I'm guessing bus driver didn't use his mirrors either before moving off!
