TX police department finds pattern of abuse after woman seriously injured in arrest

Our investigation into why 300 TX police officers who gave up their licenses shows a system of prosecutors and judges cutting officers breaks if they hand over their badges. From sex assault of children, to rape, to beating citizens, hundreds of TX officers dodged prison by using their police licenses as leverage.
Here's one of those cases. This is also a case where a deeper investigation into one officer revealed a pattern of abuse the department didn't catch until someone got seriously hurt.

    @@uvuvwevwevweonyetenyevweug6276 The DA won't pursue an investigation if no charges were filed, or there was a lack of evidence to prosecute a case. As you can see, the camera evidence was only used for "in-house" purposes, which is in itself evidence Texas is a "police-run" state rather than one for the people, in which case the DA would prosecute. Typically, in a Texas Court of Law, a judge would take the officers word over that of citizenry, as the officer is automatically seen as an upstanding individual. A citizen is not viewed this way in front of a Texas judge, without evidence to sway their opinion otherwise. Attorneys who see this kind of footage, would turn the other way as well, as it serves no purpose to further their career when their colleagues would question their loyalty if they broke from the traditional Texas system.

    He was employed and most likely promoted after 13 years and 100s of cases reviewed. He was literally being rewarded for this behavior. Either the cases were not actually reviewed, or they were reviewed and ignored. Either way it’s disgusting all around.

    It's incredibly ridiculous that there is even 176 previous cases of excessive force, and pure assault before they even bothered to investigate. THAT is the problem here. They get no credit for investigating now, it's too late. Those in charge of this officer should be charged equally with his crimes. Like a dog owner would be responsible for their dogs actions.

    Yup! I have borderline personality disorder and I live in Australia.. we have less police brutality but I’ve been treated like that by the police once when they were called to do a mental health check on me.. I was drunk, I don’t remember anything but I woke up in hospital needing surgery on my left shoulder.. when I seen the bodycam footage I was heartbroken.. i was visibly scared and crying and the officers were screaming orders at me that I didn’t follow, they then tried to arrest me but I tried to run away and they tackled me, 4 of them were on me.. all of this over my family being worried about my safety.. my family said they will NEVER call the police for help again.. Not all police are bad but some of them are and it’s very scary when you meet a bad cop because you have NO power to defend yourself.

    @@jacklucas7265 Nah mate, my local police force got disbanded for killing people, dragging drunk and disorderly people into vans, battering them and throwing them in cells for the night, the occasional one died! They were immune from any prosecution! Eventually the city disbanded the cops, and they all moved to other precincts, and are still out there being corrupt! My cities task force got caught selling stolen items on Ebay, the whole raid team was splitting the procedes but only 1 cop got prosecuted for it and lost his job! As i said, this is normal police and council activity to me!

    The disgrace is that he openly stated that his claims of 'resisting' were never questioned by his superiors until this moment. They just ticked the boxes for him and never asked a single question. They must have noticed, either by the ridiculous frequency of his accusations of 'resisting' leading to his violence against people, or by simply looking at the body cam etc, that his claims were extremely dodgy, but they chose to turn a blind eye and allowed people to be routinely bullied and hurt by him.

    This is why we need to be able to file lawsuits against police officers and they should have to pay into an insurance policy that has to pay out the money. The more cases that the insurance company has to pay out, the more it costs the department to keep that officer employed. Cops can lower their insurance costs by attending de escalation training and be seen practicing it, or by following established guidelines. If they slam someone to the ground that’s an instant 250,000 payday for the person getting slammed and now that officer sees his insurance cost go up and now he gets to pay for part of the increase in paycheck deductions

    Domestic violence is a major issue among law enforcement officers. That's why the government won't make domestic violence "arrests" or even battery arrests/convictions a disqualifier for owning a firearm. A whole bunch of cops would end up no longer able to possess firearms, thus a whole bunch of cops would have to be fired.

    I mean, he had invested 13 years into the department. One of the major perks of being a police officer is getting a nice pension when you retire. Losing his license and getting a felony conviction means he will never be able to be a cop again and he wont get a penny of that pension. He basically wasted 13 years of his life building upto a nice retirement and then lost all of it.

    It's incredibly ridiculous that there is even 176 previous cases of excessive force, and pure assault before they even bothered to investigate. THAT is the problem here.     Except there are a lot of guys like this. We all know them from high school and child hood it’s the type of kid who would never admit to being wrong no matter how wrong he was.     Agreed. It's hard for me to feel bad for a cop. But I damn near did watching this. Other police officers higher up the chain of command tacitly approving of this type of behavior by training these guys like rabid dogs then turn on him after he punked some white girl who's daddy is probably influential.     @Mr. Nobody To my knowledge (I'm not a lawyer), if this cop gets officially found to be making illegal arrests, what happens then is that everyone who is in prison due to one of his questionable arrests gains the right to appeal their convictions on the basis of that new evidence. It's not on the police department to retroactively correct these kinds of mistakes (maybe it should be), but it creates grounds for courts to review old rulings based on appeals from convicts' attorneys.

    Fortunately a good cop looked into his past after seeing the red flag of an unusually high number of resisting arrest charges. I’m glad she got his ass out from behind the badge for good.     It shouldn't matter if he understands it or not, he should be presumed to understand it since it's his job. Unfortunately police get a free pass if they are mistaken in their understanding of the law as long as the court decides (arbitrarily, and almost always in favor of the cop) that the mistake was made "in good faith". That's really odd, since us laypeople are almost never allowed a pass due to ignorance. Imagine that: your job is to enforce the rules that are laid out in a set of documents, and a court has somehow reasoned that you should be held to a *lower* standard than someone picked off the street when it comes to understanding those rules.

    I actually was SHOCKED to see that officer throw that little 90 pound girl who was literally just standing there like a rag doll.     Be glad that the police departments are now going after guys like him. It's cops like him that were rampant during the last 100 years. Many of them were corrupt, racist, and never held accountable for their bad actions. It's bad cops like this that leads to young kids becoming Tookie Williams or Larry Hoover. They grew up receiving bad treatment from police, which leads these kids to believe they cannot trust them and need to become their own police in their communities, even the history of LA gangs were originally meant to be neighborhood protection. Eventually you know the rest, they became corrupt as well and preyed on their own communities, now they are organized criminals flooding their neighborhoods with drugs.

    Unfortunately, there's a lot of James Palermos in the police. Where I am I took a police studies course, the detective/cop who was teaching told us - guess had to get their resentment off their chest - that the unit had recently hired a known wife abuser (charges never laid but everyone knew) because they were just **that** deserve for bodies.

    he now actually tries to justify it as if it were normal to throw someone's head on the ground. He was talking about resisting arrest and trying to get away from him, but the girl and the guy litteraly just stood there doing nothing. And it also looked like the guy was already handcuffed and being hold by another cop. He should be fired and put in jail. This is just straight up abuse. (Sorry for any grammar mistakes)

    It’s not from one Police Station to another in this particular case. The report clearly stated the officer “agreed” to give up his POST certification as a Plea Bargain in lieu of a trial. POST (Police Officers Standards & Training) will never allow that low life any recertification once he gave up his certification which means he can never work as a cop in the entire country ever again. Mall Cop yes.....LEO...no. Also, though he was just given probation, he’s still been convicted of assault which will follow him for life. He should have been jailed, but I’m sure this is just the beginning of his troubles as the Civil Litigation is soon to follow.

    Nabari z I only wish that Dash & Body-cams were available 241 years ago when our country was founded. Perhaps by now every single Police Officer would treat all people as human beings, not punching bags or rag dolls. That said, it’s not a coincidence that the number of Police Abuse complaints has experienced a steady drop since the technology has been more widely adopted in the U.S, but we still have a long way to go to remove the culture of officers seeing a “bad officer” acting out and breaking the law, yet they stand around with their hands in their pockets and watch, except on some rare occasions. How someone like that officer in the video was able to go so far until he finally abused the wrong person (a defenseless young woman) proves that the “Thin Blue Line” is the biggest threat we still face in this country:( Thankfully there are officers out there that are the exact opposite; courteous, compassionate and professional. Now if those officers were willing to “out” the bad cops, we’d really be moving in a better direction.

    He is not a criminal. The people should not resist arrest. Cops are not baby sitters or friendly when you resist arrest. Resisting arrest could be deadly. You need some balls.

    It’s a valid objection if he never received feedback or criticism before it got to this stage, but 1) he is still responsible for his own behavior, and 2) they have a problem with their system if they’re not monitoring their officers’ interactions with the public (assuming the want to discourage this unlawful behavior). This is why we need robust citizen oversight of police without the PDs or unions running interference.

    Fact is, the dirty Corporal is absolutely right: Nobody at all, from fellow officers to supervisors to the DA's office, ever lifted a single finger to even so much as mention anything to him in passing about all of his corruption. So this is equally as much a responsibility of the department and DA as it is the Corporal. They should ALL be fired and charged.

    The way he threw Alexis on the ground was genuinely terrifying. She couldn't have been much more than 115 pounds. That could have killed her! He deserves prison for everything he did. He clearly loves unwarranted cruelty and violence, so send him to the only place people have nothing to lose and are willing to give him a taste of his own medicine.

    @@willnash568 No, the reason there's more concern is that the officer threw a person onto concrete headfirst vice pulling the persons head so they fall onto dirt. To me it doesn't matter if it would've been a 300lbs linebacker, throwing a person headfirst into pavement has a fair chance of death or serious head injuries, and there wasn't any justification to use deadly force.

    My sisters friend had her back broken because she was arguing with the officer about a speeding ticket. She is 5'4" weights 105 lbs. He grabbed her, threw her face down onto the ground, the smashed his knee into her lower back. She is paralyzed. All they did to the officer was fire him.

And they weren’t even compromising any commands that they were given to. That was uncalled enforcement. People can die if they were held like that for a long time. And you are telling me to be thankful? What does that have to do with this video exactly?😂😂 having too much force on a person can make them feel distressed and of course they would move a little to try to not be in pain. Not everyone can be assholes there are decent human beings in the world who are willing to respect people of the law. And it’s not regardless it can happen if someone gets away from the police. That being stated, I'll support any officer who is "True Blue," because some still are.
