Sure, if they're trying to instigate crimes while undercover.

They were marching with guns visible because they were trying to tell anyone in the crowd who might confront them that they were armed. They wouldn't dare wear a T-shirt like that out in the general public without some kind of weapon on them. They won't even tell their neighbors that they work for the FBI. A friend of mine told me he discovered his neighbor was an FBI agent and he told everyone in the neighborhood. Interaction between neighbors and family and dropped dramatically and even their children were ignored. They had been in that neighborhood for about a year or slightly longer and all of a sudden they moved and then the house went up for sale. They didn't move 2 miles away they moved more than 1000 miles away, you know he was reassigned.
